Although he said it is <br />questionable whether a public hearing is required, he recommended one be held <br />and to advertise electronically. Finally, he stated the availability of the <br />Extension Director to respond to questions about the Plan. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board voted to place "Cooperative Extension - <br />Adoption of Countywide Farmland Protection Plan" on the February 20, 2012 <br />Agenda as a New Business item and scheduled a public hearing for 6:30 p.m. <br />County Manager - Request for Public Right -of -Way <br />Jonathan Marshall, Deputy County Manager, reported Pfeiffer -North <br />Stanly Water Association, Inc. is proposing to install a water line along <br />Glenmore Road, Old US Highway 80 and Wagoner Road which is in the <br />northeastern part of Cabarrus County and has requested a public right -of -way <br />for the Cabarrus County portion of that utility extension. NCGS 153A -15 <br />requires the consent of the Board of Commissioners before a unit of <br />government from outside the County may acquire property, or an interest in <br />property, within Cabarrus County. He further reported the affected area is <br />zoned Agricultural -Open (AO) which does not permit the extension of public <br />water and sewer unless it is necessary for public health purposes. <br />Extracts of the preliminary engineering report is as follows: <br />GENERAL: <br />The Pfeiffer -North Stanly Water Association proposes to construct <br />an eight -inch water line from an existing water main in the <br />village of Misenheimer along Glenmore Road and Old US Highway 80 <br />for a distance of approximately 12,260 LF. A six -inch branch line <br />will be extended along Wagoner Road in Cabarrus County for <br />approximately 3000 LF. The Water Association is requesting a loan <br />from the US Department of Agriculture to fund this construction. <br />PURPOSE: <br />Carolina Stalite Company and Vulcan Materials, Inc. operate <br />industrial facilities in the southern Rowan County on Old Highway <br />80. These two plants share a well that is used to provide <br />domestic water to the plants. There have been ongoing problems <br />due to the wells "drying up" and several wells have been drilled <br />in the past at different locations in an effort to find domestic <br />water. <br />In addition, the Carolina Stalite Company needs industrial water <br />for the production of lightweight aggregate used in the <br />construction industry. This water is currently being bought from <br />the Salisbury -Rowan Utilities in Rockwell, NC and brought by <br />tanker truck to the site. This process is not cost effective and <br />produces pollution by the consumption of diesel fuel used to <br />transport the water. <br />All residents along the path of the proposed water lines will <br />have the opportunity to tie onto the proposed water lone if they <br />so desire. The area through which this water line will cross is <br />an area known as the Carolina Slate Belt. This area contains <br />soils that fall in the Misenheimer and Kirksey soil <br />classifications. These soils are shallow to bedrock and are <br />generally unsuitable for septic tank drain fields. Providing safe <br />drinking water to this area will improve the quality of life for <br />the residents that receive water from this new water source. In <br />addition, the wells in this area produce water that has high <br />concentrations of sulfur, calcium and iron. It will be an <br />additional benefit for the residents to have water available that <br />is free from these problem minerals. <br />LOCATION: <br />The water line extension will begin at the tie -in to the existing <br />water line at Glenmore Road at its intersection with Highway 52, <br />in the northern town limits of the Village of Misenheimer. The <br />water line will extend north along Glenmore Road into Cabarrus <br />County. The water line will continue along Glenmore Road through <br />Cabarrus County and into Rowan County. At this point the road <br />name changes to Old Highway 80 and becomes an unimproved dirt <br />road. The water line will continue along Old US Highway 80 to a <br />point approximately 250' south of the intersection with Old <br />Beatty Ford Road. <br />
