February 6, 2012 (Work Session) Page 959 <br />At the request of Chairman Poole, Mr. Keeter announced WSACC's <br />initiative to create 1.5 - 2 mega watts of electricity using waste water <br />treatment residuals. He invited the Board to tour the facility. <br />Discussion Items for Action at February 20, 2012 Meeting <br />County Manager - Cabarrus County Schools Request for Extension of Deadline <br />for Funding Several Projects from the East COPS (Certificate of <br />Participation) Debt <br />Len Witke, Cabarrus County Schools, requested an extension of the <br />deadline to receive funding from the COPs (Certificates of Participation) <br />debt issued in 2009 for projects associated with the construction of Patriots <br />Elementary, A. T. Allen Elementary, Hickory Ridge Middle School and H. E. <br />Winkler Middle School. Although he was not a party to the <br />original design process, he advised these kinds of projects will certainly be <br />included in future projects. He reviewed the list of outstanding tasks and <br />requested a deadline extension to June 1 to complete all the projects to <br />ensure that mediation(s) would be completed by then. <br />Mr. Witkie responded to questions from the Board concerning how long <br />these schools have been opened, the need for change orders, etc. Mike Downs, <br />County Manager, also responded to several questions from the Board and <br />advised that several deadline extensions had already been granted <br />administratively and that further extensions warranted Board approval. Mr. <br />Witke also addressed the status of the athletic restroom facilities at Rocky <br />River Elementary School at the request of Commissioner White. <br />The Board briefly discussed where to place the item on the regular <br />agenda, but no action was taken. <br />County Manager - Discuss Options for the Old Bethel School Property <br />Mike Downs, County Manager, requested the item be tabled to the March <br />5th work session to allow other options for the old Bethel School property to <br />be explored before making a recommendation. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board tabled "County Manager - Discuss Options for <br />the Old Bethel School Property" to the March 5, 2012 work session. <br />Cooperative Extension - Adoption of Countywide Farmland Protection Plan <br />Jonathan Marshall, Deputy County Manager, reported although the <br />Countywide Farmland Protection Plan was originally presented to the Board as <br />a report in December of 2006, it was not adopted by the Board. However, the <br />Plan is part of the enhanced and voluntary Agricultural District Program and <br />
