February 6, 2012 (Work Session) Page 962 <br />Resolution Reducing the Salary of the Register of Deeds <br />WHEREAS, North Carolina General Statute 153A -92 authorizes the Board of <br />Commissioners to fix or approve the schedule of pay, expense allowances, and <br />other compensation of all county officers and employees, whether elected or <br />appointed, and may adopt position classification plans. <br />WHEREAS, North Carolina General Statute 153A- 92(b)(2) sets forth the <br />procedures the Commission must follow to reduce the salary of a county <br />officer elected by the people in the year of a general election; and <br />WHEREAS, after 38 years of service, the current Register of Deeds in Cabarrus <br />County announced her intent in July 2011 to not run for office in the 2012 <br />general election; and <br />WHEREAS, the Cabarrus County Board of Commissioners wishes to reduce the <br />salary for the Register of Deeds, Position No. 1610001 to Step No. 1, Salary <br />Grade 76 of the County's adopted position classification plan; and <br />WHEREAS, the starting salary for the position is $58,100.91; and <br />WHEREAS, the Commission, by adoption of this resolution, hereby gives notice <br />of its intent to make the reduction no later than 14 days before the last day <br />for filing notice of candidacy for the office which is February 29; and <br />NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />does hereby reduce the salary for the Register of Deeds, effective at the <br />time the newly elected person takes office after the upcoming general <br />election, to an amount of $58,100.91 and that the filing fee for that office <br />be based on that salary accordingly; and <br />NOW, THEREFORE BE IT FURTHER RESOLVED that this reduction in salary is to <br />take effect at the time the person elected as the Register of Deeds in the <br />general election takes office. <br />Adopted the 6 th day of February, 2012. <br />/s/ Elizabeth F. Highlights included the <br />following: if permitted by NCDENR (North Carolina Department of Environment <br />and Natural Resources), the unlined expansion would include future phases 2 - <br />6 located south of the existing C &D facility; Greenway Waste Solutions may <br />submit a new proposal for a public / private partnership agreement to operate <br />the facility; additional testing will be required as well as a 100 foot <br />buffer; approximately 10 to 12 acres are available for storage of waste <br />materials.
