February 20, 2012 (Regular Meeting) Page 967 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 20, 2012, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 52 from Saint Stephen's Lutheran Church in Gold Hill <br />conducted the Flag Ceremony. Scouts participating were: Aaron Furr, Matthew <br />Freeze and David Isenhour. <br />Pastor Al Currin from The Refuge delivered the invocation. <br />A moment of silence was observed for Donnie Whittington, former <br />athletic director for the Boys and Girls Club of Cabarrus County who passed <br />away February 15 <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the minutes of January 3, 2012 <br />(Work Session) , January 17, 2012 (Regular Meeting) and January 27, 2012 <br />(Retreat) as written. <br />(H) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as presented. <br />C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Presentation of Eagle Scout Project at Ruth's Memorial Shelter (A <br />Humane Society Facility) <br />Aaron Furr, an Eagle Scout Candidate, Troop 52, Saint Steven's Lutheran <br />Church, presented his Eagle Scout project, the installation of a walkway at <br />Ruth's Memorial Shelter, a Humane Society facility. He stated a friend <br />introduced him to Mike Sims, Humane Society of Concord and Greater Cabarrus <br />County, who provided a selection of projects needed at the new facility. He <br />raised the money to purchase the pavers, rock and sand and arranged for other <br />members of his troop to assist with the installation of the walkway. He said <br />before the walkway was installed, the ground stayed wet and caused the entry <br />way to be tracked with mud. Chairman Poole commended him for a job well <br />done. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:39 <br />p.m. She stated each speaker would be limited to three minutes. <br />Drucilla Lowery, resident of 390 Mooresville Road in Kannapolis, stated <br />she uses the RGP (Rural General Public) Transportation program to get to and <br />from work. She expressed appreciation for these services, stated she depends <br />on the program and urged the Board not to cut Transportation programs from <br />the budget. <br />Patsy Beeker, resident of 721 Traton Circle in Concord and an animal <br />advocate, addressed statements made in a letter to the editor from Will Glenn <br />titled "County Officials Throwing Away Our Tax Dollars Again ", published in <br />the Independent Tribune on February 19, 2012. She stated the letter, <br />accusing County officials of throwing tax dollars away on animal welfare, was <br />inflammatory, ignorant and full of misinformation. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with a certain retiree from the Concord Police Department in <br />
