February 20, 2012 (Regular Meeting) Page 979 (G -4) County Manager - Cabarrus County Schools Request for Extension of Deadline for Funding Several Projects from the Last COPS (Certificates of Participation) Debt Cabarrus County Schools (CCS) requests approval to extend the deadline to June 1, 2012 in order to complete a limited number of additional projects for the four new schools using existing COPS funding. The following table identifies the remaining projects to be completed. Moore, Architect In Process Announcer's Booth & Storage Building $24,290.00 Bid - March In Process Change Order: Electrical Connection for Storage Building $4,075.00 Hinson Electrical Contractors In Process Projects - H.E. Winkler Middle Amount Vendor Status Announcer's Booth Design $710.00 Carlos J. Moore, Architect In Process Announcer's Booth & Storage Building $24,290.00 Bid - March In Process Newsome Property Road Improvements 1 $25,000.00 Pending Mediation Pending Change Order: Electrical Connection for Storage Building $1 ,950.00 Hinson Electrical Contractors In Process Len Witke, Cabarrus County Schools, provided a progress update on the aforementioned projects. Since his initial report at the February work session, several of the projects had been completed or were to be completed within the next two (2) weeks. There was no change in the progress for the announcer's booths. He anticipated all the projects will be completed by June 1. Commissioner White expressed frustration with the amount of time that has lapsed given that these schools have been open for approximately 18 months. He expressed his desire to vote against the deadline extension. He also questioned the need to bid out the electrical work since CCS has electricians on staff. Mr. Witke responded to a number of questions from the Board. Commissioner Measmer expressed appreciation for Mr. Witke's effort and expressed support for extending the deadline. Commissioner Carruth expressed support for: (1) the issues raised by Commissioners White and Measmer; and (2) for the projects to be completed quickly. As a general contractor, CCS Vice Chairman Blake Kiger addressed construction delays that arise for a variety of reasons. Vice Chairman Burrage expressed a desire to extend the deadline. Commissioner White pointed out these projects were not part of the original scope of work and are costing the County additional funds. Mr. Witke advised projects like these will be included in future constructions projects and addressed the delay caused by inferior workmanship for the pond replacement at A.T. Allen. Chairman Poole commented on the importance of adhering to deadlines and noted the delays were not caused by County officials. Commissioner Carruth MOVED to extend the deadline. Mike Downs, County Manager, asked that the motion state: "to extend the deadline only to the "in- process or pending" projects noted in the aforementioned list, with no other invoices or expenses related to these schools construction /start -up budgets to be considered ". Commissioner Carruth revised the motion as requested by the County Manager.
