February 20, 2012 (Regular Meeting) Page 979 <br />(G -4) County Manager - Cabarrus County Schools Request for Extension of <br />Deadline for Funding Several Projects from the Last COPS (Certificates of <br />Participation) Debt <br />Cabarrus County Schools (CCS) requests approval to extend the deadline <br />to June 1, 2012 in order to complete a limited number of additional projects <br />for the four new schools using existing COPS funding. Since his initial report at the February work <br />session, several of the projects had been completed or were to be completed <br />within the next two (2) weeks. There was no change in the progress for the <br />announcer's booths. He anticipated all the projects will be completed by <br />June 1. <br />Commissioner White expressed frustration with the amount of time that <br />has lapsed given that these schools have been open for approximately 18 <br />months. He expressed his desire to vote against the deadline extension. He <br />also questioned the need to bid out the electrical work since CCS has <br />electricians on staff. <br />Mr. Witke responded to a number of questions from the Board. <br />Commissioner Measmer expressed appreciation for Mr. Witke's effort and <br />expressed support for extending the deadline. Commissioner Carruth expressed <br />support for: (1) the issues raised by Commissioners White and Measmer; and <br />(2) for the projects to be completed quickly. <br />As a general contractor, CCS Vice Chairman Blake Kiger addressed <br />construction delays that arise for a variety of reasons. <br />Vice Chairman Burrage expressed a desire to extend the deadline. <br />Commissioner White pointed out these projects were not part of the original <br />scope of work and are costing the County additional funds. Mr. Witke advised <br />projects like these will be included in future constructions projects and <br />addressed the delay caused by inferior workmanship for the pond replacement <br />at A.T. Allen. <br />Chairman Poole commented on the importance of adhering to deadlines and <br />noted the delays were not caused by County officials. <br />Commissioner Carruth MOVED to extend the deadline. <br />Mike Downs, County Manager, asked that the motion state: "to extend <br />the deadline only to the "in- process or pending" projects noted in the <br />aforementioned list, with no other invoices or expenses related to these <br />schools construction /start -up budgets to be considered ". <br />Commissioner Carruth revised the motion as requested by the County <br />Manager. <br />
