February 20, 2012 (Regular Meeting) <br />Page 980 <br />Commissioner Measmer seconded the motion and the MOTION carried with <br />Chairman Poole, Vice Chairman Burrage and Commissioners Carruth and Measmer <br />voting for and Commissioner White voting against. <br />(H) APPOINTMENTS <br />(H -1) Appointments - Adult Care Home Community Advisory Committee <br />An application for the Adult Care Home Community Advisory Committee was <br />received from Belinda Dublin. She has been prequalified by the Regional <br />Ombudsman. <br />The term of appointment for Teresa Dakins will end February 28, 2012. <br />Ms. Dakins is interested in being reappointed. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board appointed Belinda Dublin to the Adult Care <br />Home Community Advisory Committee for a one -year term ending February 28, <br />2013 and reappointed Teresa Dakins to the Adult Care Home Community Advisory <br />Committee for a three -year term ending February 28, 2015. <br />(H -2) Industrial Facilities and Pollution Control Financing Authority <br />The term of appointment for David Black on the Industrial Facilities <br />and Pollution Control Financing Authority ended January 10, 2012. Mr. Black <br />is interested in serving another term. An exception to the "length of <br />service" provision of the Appointment Policy is needed for him. <br />The Authority meets only as needed. The County Attorney serves as the <br />contact for this Authority. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board reappointed David Black to the Industrial <br />Facilities and Pollution Control Financing Authority for a six -year term <br />ending January 10, 2018; including an exception to the "length of service" <br />provision of the Appointment Policy. <br />(H -3) Appointments - Parks Commission <br />At its January 19, 2012 meeting, the Parks Commission voted to <br />recommend the appointment of Scott Brown (Harrisburg), Martha Macon <br />(Kannapolis) , Danita Rickard (Kannapolis School Board) , and the reappointment <br />of Blake Kiger (Cabarrus School Board) and Donnie Broome (Central) to its <br />membership. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board appointed Scott Brown (Harrisburg), Martha <br />Macon (Kannapolis) and Danita Rickard (Kannapolis School Board) to the Parks <br />Commission for three -year terms ending January 31, 2015; and reappointed <br />Blake Kiger (Cabarrus School Board) and Donnie Broome (Central) to the Parks <br />Commission for three -year terms ending January 31, 2015. <br />(H -4) Appointments (Removal) - Piedmont Area mental Health, Mental <br />Retardation and Substance Abuse Authority <br />At its December 19, 2011 regular meeting, the Board adopted a Joint <br />Resolution of the Boards of County Commissioners of Alamance, Cabarrus, <br />Caswell, Davidson, Rowan, Stanly and Union Counties. The resolution states <br />the Area Board shall be composed of 21 members with 3 members from each <br />county. <br />Sabrina Hafer's term of appointment to the Authority ends June 30, <br />2012. She has served 2 terms and is ineligible for reappointment. To meet <br />the new Board requirements, it is requested that her position be eliminated <br />and her name removed from the roster. <br />At the work session, Commissioner Carruth advised that Tana Hartsell <br />has tendered her resignation. He requested her position not be filled until <br />the reorganization of PBH (Piedmont Behavioral Healthcare) Board is complete. <br />Commissioner Carruth advised Ms. Hafer will remain on the Board until <br />her term ends in June. <br />Commissioner White MOVED to accept Tana Hartsell's resignation from the <br />Piedmont Area mental Health, Mental Retardation and Substance Abuse Authority <br />
