February 20, 2012 (Regular Meeting) <br />Page 969 <br />GENERAL: <br />The Pfeiffer -North Stanly Water Association proposes to <br />construct an eight -inch water line from an existing water main <br />in the Village of Misenheimer along Glenmore Road and Old US <br />Highway 80 for a distance of approximately 12,260 LF. A six - <br />inch branch line will be extended along Wagoner Road in <br />Cabarrus County for a distance of approximately 3000 LF. The <br />Water Association is requesting a loan from the US Department <br />of Agriculture to fund this construction. <br />PURPOSE: <br />Carolina Stalite Company and Vulcan Materials, Inc. operate <br />industrial facilities in the southern Rowan County on 0ld US <br />Highway 80. These two plants share a well that is used to <br />provide domestic water to the plants. There have been ongoing <br />problems due to the wells "drying up" and several wells have <br />been drilled in the past at different locations in an effort to <br />find domestic water. <br />In addition, the Carolina Stalite Company needs industrial <br />water for production of lightweight aggregate used in the <br />construction industry. This water is currently being bought <br />from the Salisbury -Rowan Utilities in Rockwell, NC, and brought <br />by tanker truck to the site. This process is not cost <br />effective and produces pollution by the consumption of diesel <br />fuel used to transport the water. <br />All residents along the path of the proposed water lines will <br />have the opportunity to tie onto the proposed water line if <br />they so desire. The area through which this waterline will <br />cross is in an area known as the Carolina Slate belt. This <br />area contains soils that fall in the Misenheimer and Kirksey <br />soil classifications. These soils are shallow to bedrock and <br />are generally unsuitable for septic tank drain fields. <br />Providing safe drinking water to this area will improve the <br />quality of life for the residents that receive water from this <br />new water source. In addition, the wells in this area produce <br />water that has high concentrations of sulfur, calcium, and <br />iron. It will be an additional benefit for the residents to <br />have water available that is free from these problem minerals. <br />LOCATION <br />The water line extension will begin at the tie -in to the <br />existing water line at Glenmore Road at its intersection with <br />Highway 52, in the northern town limits of the Village of <br />Misenheimer. The water line will extend north along Glenmore <br />Road into Cabarrus County. The water line will continue along <br />Glenmore Road through Cabarrus County and into Rowan County. <br />At this point the road name changes to Old US Highway 80 and <br />becomes an unimproved dirt road. The water line will continue <br />along Old US Highway 80 to a point approximately 250' south of <br />the intersection with Old Beatty Ford Road. <br />SUMMARY <br />This project was conceived to provide domestic and industrial <br />water to two existing industries in Rowan County. An <br />additional benefit will be improvement in the quality of life of <br />the residents along the way that tie onto this water line. <br />The income generated by this water line extension will provide <br />enough revenue to repay the loan required for construction of <br />the lines. <br />This project is both economically viable and a benefit to users <br />that will receive water from these proposed water line <br />extensions. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner White and <br />unanimously carried, the Board approved acquisition of the public right -of- <br />way. <br />(F - 5) EMS - Approval of Ambulance Piggyback Purchase - $387,000.00 and <br />Related Budget Amendment <br />The purchase of three (3) new Type III ambulances by piggybacking a bid <br />awarded to Southeastern Specialty Vehicles, Inc. by Rockingham County, N.C., <br />
