March 5, 2012 (Work Session) <br />Page 986 <br />County Manager - Special Olympics Update and Request for Contract Renewal <br />Emily Riley, Special Olympics Coordinator, presented an overview of the <br />partnership between Cabarrus County and Cabarrus County Schools to administer <br />the Special Olympics North Carolina (SONG) program, including a 5 -year <br />contractual arrangement to pay the coordinator's salary and benefits, which <br />expires June 30, 2012. SONG provides competitive athletic opportunities to <br />persons with intellectual disabilities and other developmental disabilities. <br />Ms. Riley requested the contract be renewed and noted that funding for the <br />coordinator's position, approximately $54,000.00 is included in the County's <br />annual budget. Ms. Riley also presented a PowerPoint presentation which <br />highlighted: program and participant's achievements, sports programs, young <br />athletes, Spring Games and their FY 11 -12 budget. She also responded to <br />questions from the Board. <br />Several Commissioners expressed support for the discretionary program. <br />During discussion, it was noted that written notification is required by May <br />1 to continue the agreement; and that budget cuts will be necessary for FY 12- <br />13 if the tax rate is to remain at 63 cents. <br />County Manager - Increase Funding to Self - Insured Health Insurance Fund, <br />$2,339,860.00 <br />Pam Dubois, Deputy County Manager, advised information on the rising <br />cost of health care was presented to the Board at its retreat in January, <br />including proposed changes to the health insurance plan for FY 12 -13. Since <br />then, she said additional information on claim activity was received and <br />evaluated for its affect on the FY 11 -12 budget. A $2 million contribution <br />from the General Fund is needed to cover the claims expense in the Self - <br />Insured Fund as the County has experienced high employee claim activity this <br />year. She further reported the budget amendment included in the Agenda <br />appropriates fund balance to cover this expense and these monies were <br />earmarked for this purpose at year end. She also reviewed the effect on the <br />Self - Insured Fund if the contribution is not made and responded to a variety <br />of questions from the Board related to expenditures for the Employee Wellness <br />Center, etc. Commissioner Measmer requested additional information on <br />medical supplies. <br />County Manager - Water Line Easement on Arena Property <br />Jonathan Marshall, Deputy County Manager, advised the City of Concord <br />has requested an easement across a portion of the Arena property along the <br />frontage of NC 49 as part of the construction of the Concord /Kannapolis water <br />line to Albemarle. Concord has agreed to include a note on the plans that <br />the County is to be notified of the planned construction schedule to ensure <br />there is no disruption to major activities, like the Fair, held at the Arena <br />or fairground. He also responded to questions from the Board. <br />General Services - Sheriff's Department Administration 7th Floor Upfit <br />Construction Cost and Construction Manager at Risk Amendment <br />Kyle Bilafer, General Services Director, advised the final design for <br />the Sheriff's Department 6 -7 Floor Upfit has been completed, submitted to <br />Cabarrus County Construction Standards for review and bid out by Turner <br />Construction Company. He said Turner Construction Company has provided a <br />Guaranteed Maximum Price (GMP) of $1,484,360.00 and approval of Amendment No. <br />5 to the existing Construction Manager at Risk agreement for the Detention <br />Center, is needed to move forward with the project. <br />Mr. Bilafer, Scott Milligan, Turner Construction, Mike Downs, County <br />Manager, and Pam Dubois, Deputy County Manager, responded to a variety of <br />questions from the Board concerning the benefits of using a `construction <br />manager at risk" on large scale construction projects. <br />In response to questions from the Board, Mr. Bilafer reviewed the <br />budget for the remaining non - construction expenditures for this project. Mr. <br />Downs advised the upfit is funded with savings Turner Construction returned <br />to the County after construction of the three (3) buildings on Corban Avenue <br />were completed under budget, totaling $3,711,390.00. Further, he advised the <br />upfit will be used for public safety classes for Rowan - Cabarrus Community <br />College, Emergency Medical Services, etc. The project also includes the <br />construction of a retaining wall. <br />County Manager - Request to Waive Fees for Tornado Victims <br />
