March 19, 2012 (Regular Meeting) Page 1002 <br />to the CSLE to complete unexpired terms ending December 31, 2012 for <br />positions formerly held by A.L. Fleming and Sherman Greer respectively. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board removed Jerry Talbert from the roster and <br />thanked him for his service. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board removed two (2) vacant positions from the <br />CSLE roster. <br />(H -3) Appointments - Youth Council <br />The terms of appointments for members of the Cabarrus County Youth <br />Council ended in February. It is requested that their terms be extended to <br />June to allow additional time for recruitment and to allow potential <br />graduates to remain on the Council through the end of the school year. <br />Further, Casey Aldridge, representing Concord High School, and Te'Shone <br />Davidson, representing A.L. Brown High School requests reappointment. <br />The removal of Sidney San Jose and Isaiah Alexander from the roster due <br />to lack of attendance is also requested. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board extended the terms to June and reappointed <br />Casey Aldridge to the Youth Council for a one -year term ending June 30, 2013 <br />and reappointed Te'Shone Davidson to the Youth Council for a two -year term <br />ending June 30, 2014. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board removed Sidney San Jose and Isaiah Alexander <br />from the Youth Council roster. <br />(H -4) Appointments (Removal) - Piedmont Area Mental Health, Mental <br />Retardation and Substance Abuse Authority <br />At its December 19, 2011 regular meeting, the Board adopted a Joint <br />Resolution of the Boards of County Commissioners of Alamance, Cabarrus, <br />Caswell, Davidson, Rowan, Stanly and Union Counties. The resolution states <br />the Area Board shall be composed of 21 members with 3 members from each <br />county. <br />Currently, there are four (4) positions on this Board. The removal of <br />the vacant position is requested. <br />Commissioner Carruth MOVED to remove the vacant position on the <br />Piedmont Area Mental Health, Mental Retardation and Substance Abuse Authority <br />roster. He also advised of a new board structure for the Authority. <br />Commissioner White seconded the motion. The MOTION unanimously carried. <br />(H -5) Appointments (Removal) - Nursinq Home Community Advisory Committee <br />The Regional Ombudsman requests the removal of Joye Starnes from the <br />Nursing Home Community Advisory Committee for failure to complete the <br />required orientation and training. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board removed Joye Starnes from the Nursing Home <br />Community Advisory Committee roster. <br />(I) REPORTS <br />(I -1) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory.Committee (4 Vacancies) <br />• Agricultural Advisory Board <br />• Animal Protection and Preservation Advisory Committee <br />• Concord Planning and Zoning Commission (ETJ) <br />• Council for a Sustainable Local Economy <br />• Harrisburg Fire Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />
