March 30, 2012 (Recessed Meeting) <br />Page 1004 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Friday, March 30, 2012, at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth* <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Senator Fletcher Hartsell; Representative Larry <br />Pittman; Mike Downs, County Manager; Pam Dubois, Deputy County Manager and <br />Kay Honeycutt, Clerk to the Board. <br />*Commissioner Carruth arrived at 5:10 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:12 p.m. and welcomed <br />attendees to the meeting. <br />Approval of the Agenda <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Agenda was approved as presented. <br />Commissioners' 2012 Legislative Goals <br />The following legislative goals were generally discussed: <br />1. Request Federal and State legislatures to stop passing on unfunded <br />mandated programs to local governments. <br />2. Schools - Return North Carolina Lottery revenues to the schools' <br />operating and capital improvement budgets. Return to original <br />allotment structure and funding levels. <br />3. Board of Elections - <br />a. Allow for the creation of larger voting districts. <br />b. Allow county to reduce amount of operational voting precincts. <br />C. Continue to permit Early and One Stop voting programs. <br />4. Require /permit state administrative offices to provide "sales tax" <br />information when requested by counties /cities for their budgeting <br />purposes. Senator Hartsell advised sales tax refunds to nonprofits <br />(etc.) may be discontinued in the future. <br />5. Allow local public health departments /alliances to create and collect <br />fees for restaurant inspections. <br />6. Oppose collective bargaining programs for local government employees. <br />7. Oppose shift of NCDOT responsibilities to the counties. <br />8. Support the State's Pilot Project to Benefit Local Farmers and Lower <br />Income Households - Senator Hartsell requested information on <br />regulations that are an impediment to or prohibit planting gardens at <br />local schools. <br />9. Support the State taking over Motor Vehicle Registration and Tax <br />Collection processes. <br />10. Maintain funding for Home and Community Care Block Grant services. <br />11. Maintain funding for Senior Centers. <br />12. Maintain funding for the Title V - Seniors Community Services <br />Employment Program. <br />13. Maintain Medicaid funding at current levels. <br />14. Maintain funding for the Recreation Trails Program (RIP) by supporting <br />MAP -21. <br />15. Maintain funding for the Park & Recreation Trust Fund. <br />16. To receive state funding to provide guardianship services as required <br />under Chapter 35A of the North Carolina General Statutes. <br />Cabarrus Health Alliance <br />On behalf of the Cabarrus Health Alliance (CHA) , Commissioner White <br />addressed the issue of CHA being unable to accept unsolicited payments or <br />donations from clients that want to pay or donate funds for services <br />rendered. <br />Senator Hartsell recommended CHA request a waiver from the Federal <br />government to permit the collection of payments or donations; or, create a <br />structure that would allow the Alliance to operate like a clinic. <br />
