March 30, 2012 (Recessed Meeting) <br />Relatives Servina on the Same Board <br />Page 1005 <br />On behalf of a member of the Midland Town Council, Chairman Poole <br />inquired if relatives can be prohibited from serving on the same elected <br />board. Senator Hartsell advised the request is unconstitutional. <br />Appointments to County Commission <br />With regard to filling a vacancy on the County Commission, Chairman <br />Poole expressed a desire for the Board to have some input on the prospective <br />Commission member selected by the Executive Committee of either party. A <br />short discussion ensued. No action was taken. <br />2012 NCACC Grassroots Advocacy Key Legislative issues & Feedback <br />The following key legislative issues from the North Carolina <br />Association of County Commissioners were briefly discussed: <br />1. State Budget: Increase County Lottery Funds and Restore Mental <br />Health Funding <br />2. Allow Human Services Administrative Flexibility <br />3. Authorize County Broadband Public /Private Partnerships <br />4. Other issues, if any... <br />Senator Hartsell advised Medicaid expenditures and the $2.6 billion <br />unemployment insurance deficit will likely affect Goals No. 1 and 2. He also <br />reported the mental health transition is not going smoothly across the State. <br />No action was taken. <br />Committee & State Budget Updates <br />Representative Pittman identified several of the nine committees he <br />serves on and provided a brief update on three of them. <br />Commissioner Carruth arrived and was present for the remainder of the <br />meeting. <br />Cinnamon Hill Community <br />Representative Pittman presented an e -mail dated March 28, 2012 from <br />Jeff McKinney representing the Cinnamon Hill Community in Concord. In his <br />email, Mr. McKinney requested an extension of a payment due on May 30 for 19 <br />years of delinquent property taxes on the community's common area. The email <br />further advised many of the residents are elderly and need additional time to <br />work out the payments so they do not cause an undue burden on their finances. <br />Mr. McKinney's email contends the residents of Cinnamon Hill were unaware, <br />until recently, that a HOA (Home Owners' Association) was in existence and <br />that there was a common area associated with the HOA. <br />County Manager Mike Downs advised the Board cannot waive the fees and <br />that a small payment plan, spread over two (2) years, was worked out with the <br />community. He further reported the developer should have filed an exemption <br />for property taxes, originally, but did not. Mr. Downs responded to several <br />questions from the Board and Representative Pittman. No action was taken. <br />Chairman Poole expressed appreciation to Senator Hartsell and <br />Representative Pittman for attending. <br />Adjournment <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the meeting adjourned at 5:24 p.m. <br />Kay oney t to the Board 77�) <br />
