April 2, 2012 (Work Session) Page 1010 <br />L FN CFC -, IFN7 <br />Roxanne Vaneekoven, Cabarrus County District Attorney, and Erwin <br />Spainhour, Superior Court Judge, requested secure parking for District <br />Attorney staff and Judges. Ms. Vaneekoven and Judge Spainhour addressed <br />instances of car vandalism, threats of violence, etc. as justification for <br />the request. <br />A discussion ensued. Mr. Bilafer, Judge Spainhour and District <br />Attorney Vaneekoven responded to a variety of questions from the Board <br />regarding the design, cost of fencing for secured parking lot (estimated to <br />be $50,000), after hour use of the parking lot, and other parking <br />alternatives. <br />Commissioners Burrage, Carruth and Measmer expressed support for the <br />proposed plan. Commissioner White expressed concern with the cost of the <br />fencing for securing parking and number of spaces included in the proposed <br />plan. He recommended the following locations be considered to reduce costs: <br />the sally port area and parking spaces in the Governmental Center. He also <br />advised court officials could use the secure tunnel to enter /exit the <br />Courthouse. <br />Chairman Poole asked to include the interior fencing as an alternate on <br />the bid. <br />County Manager — Discuss Options for the Old Bethel School Property (Tabled <br />to April 2) <br />On behalf of the group interested in purchasing the property, Mike <br />Downs, County Manager, requested the item be tabled to the May 7, 2012 work <br />session. He said they also promised this would be the last request to table. <br />Commissioner White expressed opposition. <br />Vice Chairman Burrage MOVED to table "Discuss Options for the Old <br />Bethel School Property" to the May 7, 2012 work session.
