April 2, 2012 (Work Session) Page 1011 <br />As set forth in the Agenda and hereby incorporated into the meeting <br />minutes by reference, Kevin Grant, Sustainability Manager, provided an update <br />on the C &D (Construction and Demolition) landfill expansion effort and the <br />status of a proposal from Greenway Waste Solutions to operate the landfill on <br />the County's behalf. Based on information provided by the company, Mr. <br />Grant recommended the County not move forward with the concept. There was no <br />opposition from members of the Board. <br />Mr. Grant advised that the results of the water samples will not be <br />known until the end of May. As such, Chairman Poole advised the item will be <br />placed on the Agenda for the June meeting. <br />Planning and Development Services - Food Policy Council Annual Retreat and <br />Goals <br />Food Policy Council (FPC) Chair Patricia Cramer and FPC Council Member <br />David Kataja presented information related to the Council's accomplishments <br />since inception, activities associated with a retreat held in February, <br />website development, board membership vacancies and adopted goals for 2012. <br />The goals are as follows: <br />I. Integrating Local Foods into Our Schools <br />1. Schoolyard Gardens <br />Create 6 schoolyard gardens <br />2. Curriculum <br />Work with teachers and staff to develop food -based curriculum <br />3. Pilot Site Cafeteria <br />Create a task force to begin work on a model cafeteria to use <br />local, sustainable menu <br />II. Engaging the Community <br />1. Develop Robust Webpage <br />2. Locally Grown promotional campaign <br />Goal of 1 new LG business member per quarter per FPC member <br />Total of 69 new LG business members <br />3. Develop One Community Garden <br />4. Friends of the Council <br />Develop support organization with 1 member per FPC member <br />III. Raising Awareness through Events <br />1. Cabarrus County Fair <br />2. Know Your Farms Charlotte Region Farm Tour <br />3. Piedmont Farmers Market `Friends of the Market" Harvest Gala <br />4. Holiday Gathering (December Meeting) <br />5. Off -site FPC monthly meetings <br />6. Fieldtrips (optional participation) <br />7. Social Events (optional participation) <br />Aaron Newton, Local Food System Program Coordinator was also in <br />attendance and responded to questions from the Board. <br />Recess of Meeting <br />At 6:33 p.m., the Board took a short break. The meeting resumed at <br />6:46 p.m. <br />Departmental Overview <br />Plannina and Development Services - Department Presentation <br />Kelly Sifford, Planning and Development Services Manager, presented an <br />overview of the department's divisions, staffing, services (mandated vs. <br />discretionary) and proposed budget for FY 13. Ms. Sifford also responded to <br />questions from the Board. <br />Discussion Items for Action at April 16, 2012 Meeting <br />EDC - Economic Development Grant Request and Public Hearing - 6:30 P.M. <br />John Cox, Cabarrus Economic Development Corporation, presented a <br />request for an economic development grant (3 year, 85 percent) for Corning, a <br />local glass manufacturer located in Midland. The company plans to expand its <br />current operation with an investment of $50 million. In addition, <br />approximately 70 new full -time jobs with an average wage of $16 -20 per hour <br />will be created. Mr. Cox requested a public hearing be held at the April 16 <br />regular meeting. <br />
