April 16, 2012 (Regular Meeting) <br />Page 1031 <br />We realize that you are not able to make all of the changes which <br />would be needed to make that a reality. However, you can start <br />the process of removing and reducing the impediments to business <br />growth here in Cabarrus County. In fact you have already taken a <br />couple of steps in that direction with the implementation of the <br />Economic Development Corporation and the Council for a <br />Sustainable Local Economy. I encourage you to continue to explore <br />and implement those things which will turn our county into a more <br />business friendly home for not only new business and industry but <br />for the hundreds of companies already here. <br />Isn't it time for us to take another step along the path of <br />thinking outside the box and finding alternative ways of <br />encouraging companies to relocate to and expand here in Cabarrus <br />County? There are lots of alternatives which have yet to be <br />explored and there are many of us who are willing to work with <br />you to help identify them. I encourage you to take advantage of <br />the power of our citizens as you are doing through the Council <br />for a Sustainable Local Economy and those who are a part of the <br />Economic Development Corporation. I encourage you to work on a <br />plan of action which will encourage business growth and <br />development in new ways without having to resort to incentives. <br />Just think about how much more successful the EDC could be if <br />Cabarrus County were a place business and industry could grow and <br />prosper unfettered by oppressive taxes, rules and regulations. <br />The definition of insanity is doing the same thing over and over <br />and expecting different results. Please think about what has <br />happened in the past and let's work together to find and follow a <br />different path which will provide us with a different result. <br />With there being no one else to address the Board, Chairman Poole <br />closed the public hearing. <br />Following the public hearing, a lengthy discussion ensued with Mr. Cox <br />and County Manager Mike Downs responding to a variety of questions from the <br />Board. <br />Commissioner White MOVED to approve an Economic Development Grant (3 <br />year /85 percent) of ad valorem tax for Corning based on a projected new net <br />investment of $50 million and creation of 70 new full -time jobs. <br />Commissioner Carruth seconded the motion and discussion continued. <br />The MOTION carried with Chairman Poole and Commissioners Carruth and <br />White voting for and Vice Chairman Burrage and Commissioner Measmer voting <br />against. <br />(G -2) Planning and Development - Reservation of Capacity for Brookdale <br />Commons <br />Susie Morris, Planning and Zoning Manager, reviewed a Reservation of <br />Capacity for Brookdale Commons, a 230 single- family residential subdivision <br />on +/- 109 acres located at the intersection of Rocky River Road and Savannah <br />Road in the Town of Harrisburg. Ms. Morris and Richard M. Koch, County <br />Attorney, responded to questions from the Board. <br />Following a lengthy discussion, Commissioner White MOVED to approve the <br />Reservation of Capacity for Brookdale Commons for 230 single- family <br />residential units on +/- 109 acres located at the intersection of Rocky River <br />Road and Savannah Road in the Town of Harrisburg, including the mitigation of <br />the pro -rata share of the cost of the planned capacity, which equals <br />$7,631.00 per single family residential subdivision lot, payable prior to <br />final platting and the following phasing schedule (Option 2): In calendar <br />year 2012, no more than 48 single family residential lots platted; In <br />calendar year 2013, no more than 77 single family residential lots platted; <br />In calendar year 2014, no more than 52 single family residential lots <br />platted; In calendar year 2015, no more than 53 single family residential <br />lots platted; and. Commissioner Measmer seconded the motion. <br />Following discussion, the MOTION carried with Chairman Poole and <br />Commissioners Carruth, Measmer and White voting for and Vice Chairman Burrage <br />voting against. <br />(G -3) CCS - Place Holder - Qualified School Construction Bonds (QSCB's) <br />
