April 16, 2012 (Regular Meeting) <br />(D) INFORMAL PUBLIC COMMENTS <br />Page 1021 <br />Chairman Poole opened the meeting for Informal Public Comments at 7:12 <br />p.m. She stated each speaker would be limited to three minutes. <br />Marcia Morris, resident of 7601 Brusharbor Road in Concord and <br />President of the Mount Pleasant Friends of the Library, spoke in support of <br />the Mt. Pleasant library and urged the Board not to cut library funding. <br />Gloria Winzenread, resident of 647 Camrose Circle NE in Concord and <br />President of the Concord Friends of the Library, quoted Andrew Carnegie, <br />spoke in support of libraries and urged the Board not to cut library funds. <br />Jason Oesterreich, resident of 800 Towncreek Place in Concord, spoke in <br />opposition of a proposed tax rate increase in conjunction with the property <br />revaluation. <br />Fred Eudy, resident of 6502 Smithlake Road in Mount Pleasant, spoke in <br />regards to wasteful spending and in opposition of incentive agreements. He <br />supported implementation of user fees for county services. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) Planning and Development Services - Weatherization Application <br />On March 30th, Cabarrus County received the standard Weatherization <br />application. The application is due back on April 13, 2012. The application <br />is for the amount designated by the NC State Energy Office for Cabarrus <br />County for the Weatherization program and the Heating and Air Repair and <br />Replacement program. The HARRP program is for $48,279.00 and Weatherization <br />is for $109,793.00. These funds have been submitted as part of the Community <br />Development Budget for FY13. The funds are used to buy materials and pay <br />labor and contractors as needed. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the standard Weatherization <br />application. <br />(F -2) County Manager - Access Agreement with Joseph Brothers <br />A retaining wall needs to be constructed on the lower side of the storm <br />water detention pond on the Justice Center property. That retaining wall is <br />required to stabilize the area and comply with both storm water and sediment <br />control regulations. An access agreement for construction and maintenance <br />between Cabarrus County and the adjacent owners, the Joseph Brothers, needs <br />to be approved prior to construction of the retaining wall. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the access agreement and authorized <br />the County Manager and County Attorney to execute the agreement. <br />(F -3) County Manager - Human Services Center Annex Lease Extension <br />The current lease agreement for the annex portion of the Human Services <br />Center expires at the end of April. The Social Services staff currently <br />housed in that area will be moving into space currently occupied by the <br />Health Alliance. Due to the timing of the Health Alliance move and planned <br />construction, there will need to be a monthly lease for the Annex space. It <br />is anticipated that this lease is a short term need. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the monthly lease for the Human <br />Services Center Annex between Cabarrus County and Kannapolis Land, Inc. and <br />authorized the County Manager to execute the agreement on behalf of Cabarrus <br />County. <br />(F -4) County Manager - Resolution Appointment Review Officer <br />
