May 7, 2012 (Work Session) Page 1036 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 7, 2012 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Commissioner White arrived at 4:05 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Poole reviewed the following changes to the Agenda: <br />Supplemental Information <br />Discussion Items for Action at May 21, 2012 Meeting <br />4.7 Parks - Request from City of Concord to Study WW Flowe as an Option for <br />a Future Dog Park Location <br />• Map <br />Supplemental Information <br />Discussion Items for Action at May 21, 2012 Meeting <br />4.13 BOC - Animal Shelter Future Operations and Relationship with Humane <br />Society <br />® Performance Measures <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items - No Action <br />Commissioner White arrived at 4:05 p.m. and was present for the <br />remainder of the meeting. <br />PBH - 3 =d Quarter Dashboard Report for , Mental Health, <br />Intellectual /Developmental Disabilities, and Substance Abuse Services <br />Anna Yon, PBH (Piedmont Behavioral Healthcare) Community Operations <br />Center Director, presented the 2011 Third Quarter Dashboard Report. She also <br />responded to questions from the Board. <br />The report included the following information: <br />• Cabarrus County Funding <br />• Number of Consumers Served by Funding <br />• Registry of Unmet Needs for Cabarrus County <br />• Number of Consumers Served and Expenses by Service Category <br />• Provider Information for Cabarrus County - Number of Consumers <br />Served and Payments <br />• Detailed Services by Provider and Number of Consumers Served <br />No action was taken. <br />Discussion Items for Action at May 21, 2012 Meeting <br />Library (Cabarrus Literacy Council) - Continuation of Adult Basic Literacy <br />Services and Contract <br />Christy Wilhelm, Cabarrus Literary Council (CLC) Vice Chair, reviewed <br />the following information relating to the continuation of Adult Basic <br />Literary Services for the CLC: <br />
