May 7, 2012 (Work Session) <br />Page 1037 <br />In May 2011, the County entered into an Agreement with the <br />Cabarrus Literacy Council to provide adult basic literacy <br />services (ABLS) administered by the Cabarrus County Public <br />Library. As required by the Agreement, the CLC has updated its <br />strategic plan; and at its March meeting, the CLC board voted <br />unanimously to recommend the continuation of the administration <br />of the ABLS program through the Library. Likewise, the County <br />must also vote annually on the continuation of the administration <br />of the ABLS program by the Library, no later than June 30 of each <br />year. A copy of the Agreement, strategic plan, board roster and <br />budgets for FY 11 -12 and FY 12 -13 are included in the Agenda for <br />review. The CLC Board believes this arrangement has worked <br />extremely well for all parties. The Library Director fully <br />supports the partnership and is in favor of continuing. No <br />county funds are requested. <br />Ms. Wilhelm also responded to questions from the Board. Dana Eure, <br />Library Director, was also in attendance. <br />Commissioner White reminded the Board that his wife, Darci, is a member <br />of the CLC Board of Directors and advised that he will not need to be recused <br />from the vote since no county funds are used for this program. <br />Elections - Approve Request to Legislative Representatives to Release HAVA <br />Title II Funds <br />On behalf of the Board of Elections, Pam Dubois, Deputy County Manager, <br />presented the following information: <br />The Cabarrus County Board of Commissioners are requested to send <br />a letter to our state legislators urging them to release frozen <br />HAVA funds for use by boards of elections to pay for maintenance <br />contracts on voting machines and other election expenses. For <br />Cabarrus, this cost is $44,438.00. The Cabarrus County Board of <br />Elections signed a petition to request release of these funds, <br />along with election Board members of more than 83 counties and <br />the president and vice president of their association. <br />There was a general consensus of the Board to approve the request. <br />Piedmont Behavioral Healthcare /Community Operations Center - Joint Resolution <br />of the Boards of County Commissioners of Alamance, Cabarrus, Caswell, <br />Chatham, Davidson, Franklin, Granville, Halifax, Orange, Person, Rowan, <br />Stanly. Union. Vance. and Warren Countv <br />Anna Yon, PBH (Piedmont Behavioral Healthcare) Community Operations <br />Center Director, presented the following draft resolution and responded to <br />questions from the Board: <br />JOINT RESOLUTION <br />OF THE BOARDS OF COUNTY COMMISSIONERS <br />OF ALAMANCE, CABARRUS, CASWELL, CHATHAM, DAVIDSON, FRANKLIN, <br />GRANVILLE, HALIFAX, ORANGE, PERSON, ROWAN, <br />STANLY, UNION, VANCE AND WARREN COUNTIES <br />WHEREAS, the Boards of County Commissioners of Alamance, <br />Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, <br />Halifax, Orange, Person, Rowan, Stanly, Union, Vance and Warren <br />Counties previously resolved to be separately served by the Five <br />County, OPC, and PBH Area Authorities; <br />WHEREAS, the State of North Carolina passed Session Law <br />2011 -264, which requires statewide expansion of the 1915(b) /(c) <br />Medicaid Waiver to be managed by Area Authorities operating as <br />Managed Care Organizations; <br />WHEREAS, the North Carolina General Assembly is currently <br />addressing the governance needs of Area Authorities operating as <br />Managed Care Organizations through a Health and Human Services <br />Subcommittee on LME Governance, and intends to pass governance <br />legislation in the 2012 legislative short session; <br />WHEREAS, the Boards of County Commissioners of Alamance, <br />Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, <br />Halifax, Orange, Person, Rowan, Stanly, Union, Vance and Warren <br />Counties now desire to be served by a single Area Authority <br />
