May 7, 2012 (Work Session) <br />Page 1042 <br />Finance - QSCB Northwest Cabarrus High School Gymnasium Funding - $466,420.00 <br />Chairman Poole reported these two (2) items will be addressed at the <br />May 10, 2012 recessed meeting with the Cabarrus County Schools Board of <br />Education, per their request. <br />Parks - Request from City of Concord to Study WW Flowe as an Option for a <br />Future Dog Park Location <br />Londa Strong, Parks Director, presented the following information: <br />Bob Dowless, City of Concord Parks and Recreation Director made a <br />request referencing the potential development of a dog park at WW <br />Flowe Park. They are in the process of researching sites for a <br />potential dog park within their current park system. In <br />accordance with the current WW Flowe Park Use Agreement, Cabarrus <br />County developed the first phase of the Park and Concord Parks <br />and Recreation Department maintains and operates it. The County, <br />being the owner, requires prior written approval for any <br />additional recreational facility development at the Park. <br />At the January Park Commission meeting, the Commission voted to <br />recommend approval to proceed and research developing a dog park <br />on the site. However, they recommended additional information on <br />specific operational components and location be received prior to <br />approval. <br />A brief discussion ensued with Ms. Strong and Richard Koch, County <br />Attorney, responding to questions from the Board. <br />Parks - Three Year Extension - Frank Liske Park Soccer Complex Agreement as a <br />"Youth Only Complex" <br />Londa Strong, Parks Director, and Kyle Bilafer, General Services <br />Director, presented the following information: <br />The BOC voted September 17, 2007 to make the Frank Liske Park <br />soccer complex a "Youth Only Complex" (18 years old and under) <br />for five years to allow the turf to establish after the <br />renovations of all 11 fields in FY 06 -07. The current agreement <br />expires October 2012. <br />On recommendation from General Services Administration and <br />approved by the Park Commission at its January 19, 2012 meeting, <br />a 3 -year extension to the current "Youth Only Complex" for turf <br />stabilization, is requested. All partners (Football Club <br />Carolina Alliance, City of Concord, and the County) are in <br />agreement with the recommendation. <br />Commissioner White expressed a desire to have additional turf fields <br />for practice so these fields can be kept in pristine condition and used for <br />tournament play. <br />Planning and Development (SWCD) - Cox Mill Elementary School Stormwater <br />System Construction Bid <br />Dennis Testerman, Soil and Water Conservation District (SWCD) Senior <br />Resource Conservation Specialist, presented the following information <br />relating to the Cox Mill Elementary School Stormwater System Construction <br />Bid: <br />• Baker Engineering has almost completed the design work for the <br />project; <br />• An Invitation for Bids (IFB) was issued April 23 and May 1; <br />• A pre -bid meeting was held on April 11 with nine (9) potential <br />contractors; <br />• Of those nine (9) contractors, three (3) submitted bids; <br />• Bids were opened on May 1; <br />• All three (3) bids came in over budget; <br />• The SWCD Board approved a process to verify the low bidder's <br />qualifications and to "value engineer" or reduce the bid to an <br />acceptable amount; <br />• An acceptable cost is expected by the May 21S regular meeting; <br />• The goal is for the construction to be completed during the <br />school summer break. <br />
