May 21, 2012 (Regular Meeting) Page 1068 <br />In May 2011, the County entered into an Agreement with the Cabarrus <br />Literacy Council (CLC) to provide adult basic literacy services (ABS) <br />administered by the Cabarrus County Public Library. <br />As required by the Agreement, the CLC has updated its strategic plan; <br />and at its March meeting, the CLC board voted unanimously to recommend the <br />continuation of the administration of the ABS program through the Library. <br />Likewise, the County must also vote annually on the continuation of the <br />administration of the ABL program by the Library, no later than June 30 of <br />each year. <br />The CLC Board believes this arrangement has worked extremely well for <br />all parties. The Library Director fully supports the partnership and is in <br />favor of continuing. No county funds are requested. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the continuation of the <br />administration of the Adult Basic Literacy program by the Library and <br />associated contract for FY 12 -13. <br />(F -11) Parks - Request from City of Concord to Study WW Flowe as an Option <br />for a Future Dog Park Location <br />Bob Dowless, City of Concord Parks and Recreation Director made a <br />request referencing the potential development of a dog park at WW Flowe Park. <br />They are in the process of researching sites for a potential dog park within <br />their current park system. In accordance with the current WW Flowe Park Use <br />Agreement, Cabarrus County developed the first phase of the park and Concord <br />Parks and Recreation Department maintains and operates it. The County, being <br />the owner, requires prior written approval for any additional recreational <br />facility development at the park. <br />At the January Park Commission meeting, the Commission voted to <br />recommend approval to proceed and research developing a dog park on the site. <br />However, they recommended additional information on specific operational <br />components and location be received prior to approval. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board gave the City of Concord approval to <br />investigate the potential development of a dog park at WW Flowe Park. <br />Specific development and operational plans must be presented to the County <br />prior to written approval. <br />(F -12) Parks - Three Year Extension - Frank Liske Park Soccer Complex <br />Agreement as a "Youth Only Complex" <br />The Board of Commissioners voted September 17, 2007 to make the Frank <br />Liske Park soccer complex a "Youth Only Complex" (18 years old and under) for <br />five years to allow the turf to establish after the renovations of all 11 <br />fields in FY 2006 -2007. The current agreement expires October 2012. <br />On recommendation from the General Services Administration and approved <br />by the Park Commission at the January 19, 2012 meeting, a 3 -year extension to <br />the current "Youth Only Complex" for turf stabilization, is requested. All <br />partners (Football Club Carolina Alliance, City of Concord, and the County) <br />are in agreement with the recommendation. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board extended the Frank Liske Park Soccer <br />Complex agreement another 3 years as a "Youth Only Complex" facility until <br />2015. <br />(F -13) Planning and Development Services - HOME Program Administrator <br />Selection <br />Cabarrus County has participated in the Cabarrus /Iredell /Rowan HOME <br />Consortium for many years. Each year an administrator is selected to provide <br />an environmental review, work write ups, inspections, construction oversight <br />and reporting services for the program. A Request for Qualifications was <br />direct mailed to three parties and advertised on the Cabarrus County website. <br />One response was received. It was from Hobbs Upchurch and Associates. They <br />are the consultant currently providing the service. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the selection of Hobbs Upchurch <br />
