<br />The Board of Commissioners for the County of Cabarrus met in recessed
<br />session in the Multipurpose Room at the Cabarrus County Governmental Center
<br />in Concord, North Carolina on Tuesday, May 29, 2012, at 4:00 p.m.

<br />Also present were Mike Downs, County Manager; Pam Dubois, Deputy County
<br />Manager, Jonathan Marshall, Deputy County Manager, Erica Nesbitt, Budget and
<br />Performance Manager; and Kay Honeycutt, Clerk to the Board.
<br />Commissioner White arrived at 4:12 p.m. and was present for the
<br />remainder of the meeting. Commissioner Carruth was out of town on business.
<br />Call to Order
<br />Chairman Poole called the meeting to order at 4:04 p.m.
<br />Cabarrus Arts Council
<br />Noelle Rhodes Scott, Executive Director of the Cabarrus Arts Council,
<br />presented information related to the Council's FY 13 budget request totaling
<br />$26,000.00. She also responded to questions from the Board. Five (5)
<br />members of the Cabarrus Arts Council's Board of Directors were also in
<br />attendance. The County Manager's recommended budget for FY 13 included
<br />$26,000.00 for the Arts Council.
<br />Community Care of Southern Piedmont (Community Care Plan)
<br />James Cook, Medical Director of Community Care of Southern Piedmont,
<br />presented information related to the organization's funding request of
<br />$50,000.00 and responded to questions from the Board. These monies were not
<br />included in the County Manager's FY 13 proposed budget. The Community Care
<br />Plan is a program that assists residents, who are at or below 125 percent of
<br />the Federal poverty level, to receive free medical care and medication.
<br />Approximately, 12,834 individuals have been served as of April 2012 with
<br />funding from Cabarrus County and a HealthNet Grant. Medical services are
<br />donated. Community Care of Southern Piedmont currently has an average
<br />monthly enrollment of 1,150.
<br />Cindy Oaks, Executive Director of Community Care of Southern Piedmont,
<br />requested continuation of the funding for one more year to allow time for
<br />healthcare reform to be implemented. In response to questions from the
<br />Board, she advised, the funding would be exclusively used for medicine.
<br />Mike Downs, County Manager, addressed the funding request, noting its
<br />exclusion from the proposed budget. He also addressed the amount of fund
<br />balance listed on their financial statements.
<br />Cabarrus Health Alliance
<br />CEO, Dr. Phred Pilkington, CHA Board Member Charles Phillips and
<br />Financial Officer Tammy Harkey, presented the FY 13 budget request for the
<br />Cabarrus Health Alliance totaling $5,141,804.00. The County Manager's
<br />recommended budget for FY 13 totaled $4,161,111.00. Mr. Phillips advised the
<br />proposed budget request does not include health insurance for school nurses,
<br />which would be an additional $300,000.00 expense. The insurance provider
<br />would require the CHA to provide insurance for all part -time CHA employees,
<br />not just nurses. He also advised the budget includes one (1) new position
<br />for an environmental health inspector to conduct restaurant inspections and
<br />pay raises for nurses. After discussion, it was determined that all CHA
<br />employees would receive, on average, a three (3) percent salary increase in
<br />December. Mr. Phillips, Dr. Pilkington and Ms. Harkey also responded to
<br />numerous other questions from the Board.
<br />There was a general discussion on utilities and rent for the new
<br />facility, as well as, funding for the school nurse program. For transparency
<br />and ease of record keeping, Chairman Poole suggested the County provide
<br />funding for all school nurses directly to CHA, including the pass- through
<br />portion from Cabarrus County Schools (CCS) and Kannapolis City Schools.
