It was speculated that CCS may receive a <br />waiver from the extra days for next year but that Kannapolis had included <br />funding for the extra days in their FY 13 budget. Chairman Poole advised the <br />County should fund the extra days for CCS in the FY 13 budget and that a <br />school nurse be considered as part of the cost for any new schools <br />constructed in the future. Pam Dubois, Deputy County Manager and Ms. Harkey <br />agreed to work together on determining the actual cost of the program. <br />Transitioning clinical services to an outside agency not funded by the <br />County was also addressed. Mr. Phillips and Dr. Pilkington reported <br />transition efforts are ongoing. <br />Piedmont Behavioral Healthcare (PBH) <br />On behalf of Piedmont Behavioral Healthcare (PBH) , Ms. Anna Yon, PBH <br />(Piedmont Behavioral Healthcare) Community Operations Director, presented <br />their FY 13 budget request totaling $661,838.00. The County Manager's <br />recommended budget included $661,838.00 for PBH. These funds are used for <br />indigent patient and crises recovery. Ms. Yon also responded to questions <br />from the Board. <br />Recess of Meeting <br />The Board took a break at 5:16 p.m. The meeting resumed at 5:29 p.m. <br />General Discussion - Outside Agencies <br />N.C. Forestry Services <br />Mike Downs, County Manager, addressed the Forestry Service's intent to <br />relocate /consolidate the county forester's office, consisting of two (2) <br />staff members, with Mecklenburg County for cost savings. He also noted local <br />farmers, large land owners, etc. had expressed concerns about the Forester's <br />accessibility and services. Mr. Downs advised the County was not included in <br />the consolidation discussion until recently and that he had asked the <br />Forester to report to the Board once a decision has been made. He also <br />reported the specific location of the new office had not been secured to <br />date. The Forester's FY 13 budget request totaled $84,954.00, including <br />$16,000.00 for a new truck. The Manager's proposed budget also totaled <br />$84,954.00. Mr. Downs also responded to several questions from the Board. <br />Commissioner White expressed his desire to withhold funding for the new <br />truck to ensure that services will be provided in Cabarrus County. Chairman <br />Poole advised the County should realize some cost savings as well. <br />Jonathan Marshall, Deputy County Manager, advised a similar <br />consolidation occurred between Gaston and Lincoln counties; and the <br />Cattleman's Association expressed similar concerns about the proposed merger <br />at a recent meeting. <br />Economic Development Corporation (EDC) <br />There was a general discussion on the additional $50,000.00 for the EDC <br />as presented on May 22, 2012. Chairman Poole and Commissioner White <br />expressed support for the additional funds. Vice Chairman Burrage expressed <br />support for the additional funding as long as it is used to support small <br />businesses. Commissioner Measmer expressed his intent to meet with the EDC <br />before forming an opinion and questioned the impact on the efforts of the <br />Council for a Sustainable Local Economy (CSLE). <br />Mike Downs, County Manager, advised the CSLE will focus on regulatory <br />issues and educational warehousing. <br />Rowan Cabarrus Community College (RCCC) - Additional $380,000 for Renovation <br />to Building 3000 <br />RCCC's request for an additional capital funding for the renovation <br />/expansion of Building 3000 on the South Campus was addressed during a <br />general discussion of additional requests from outside agencies. There was <br />no opposition to funding the request. <br />Cabarrus County Schools - Additional $2.1 Million Funding Request <br />The additional $2.1 million in current expense funds requested by <br />Cabarrus County Schools was discussed along with providing additional funding <br />for one -time capital projects.
