May 31, 2012 (Recessed Meeting) Page 1103 The Board of Commissioners for the County of Cabarrus met in recessed session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Thursday, May 31, 2012, at 4:00 p.m. Present - Chairman: Vice Chairman: Commissioners: Elizabeth F. Poole Larry M. Burrage Robert W. Carruth H. Jay White, Sr. Absent - Commissioner: Christopher A. Measmer Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy County Manager, Erica Nesbitt, Budget and Performance Manager; Bobby Smith, Emergency Management Director, Steve Langer, Fire Marshal and Kay Honeycutt, Clerk to the Board. Commissioner Carruth arrived at 4:40 p.m. and was present for the remainder of the meeting. Call to Order Chairman Poole called the meeting to order at 4:02 p.m. Overview - Fire Districts Mike Downs, County Manager, provided an overview of the agenda and noted the following volunteer fire departments intend to keep their current tax rate and therefore are not making a presentation: Coldwater, Goldhill, Richfield and the City of Kannapolis Fire Department. Erica Nesbitt, Budget and Performance Manager, reviewed a summary of the requests from the various fire departments and the corresponding budget ordinance for the Special Fire & Insurance Districts. Bobby Smith, Emergency Management Director, advised the "Operating Cost Analysis Report" prepared by Public Safety Solutions, Inc., recommends all the fire departments be funded at the revenue neutral rate, except for the Harrisburg Fire Department, which should be considered separately due to the nature of its budget and funding from the Town of Harrisburg. Allen Volunteer Fire District Chief Jimmy Morgan requested a revenue neutral tax rate ($0.045) for FY 13 and he advised the fire department plans to replace a 1987 fire engine which has exceeded its lifespan and make repairs to their parking lot. He also responded to a number of questions from the Board related to staffing, number of calls this year, number of house fires vs. medical calls, etc. Concord Fire Department Curtis Teague, Deputy Fire Chief of Administration, requested a revenue neutral tax rate ($0.041) for the Concord Rural fire district and the Jackson Park fire district ($0.058) for FY 13. He noted an improvement to Jackson Park's fire insurance rating and addressed two (2) capital projects: the purchase of a triple combination truck for the Jackson Park area and the construction a new fire station in the Concord Rural district. He also responded to questions from the Board. Flowes Store Volunteer Fire Department Chief Artie Craig and Thomas Lowder, President of the Department's Board of Directors, requested a revenue neutral tax rate ($0.0466) for FY 13. Chief Craig advised the additional funds are needed for their portion of the grant ($35,000.00) for the P225 digital radios. Steve Langer, Fire Marshal, addressed the radio grant and matching funds. Chief Craig also responded to questions from the Board and advised of Department's intent to purchase a water tanker in the future.
