May 31, 2012 (Recessed Meeting) Page 1103 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, May 31, 2012, at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />H. Jay White, Sr. <br />Absent - Commissioner: <br />Christopher A. Measmer <br />Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy <br />County Manager, Erica Nesbitt, Budget and Performance Manager; Bobby Smith, <br />Emergency Management Director, Steve Langer, Fire Marshal and Kay Honeycutt, <br />Clerk to the Board. <br />Commissioner Carruth arrived at 4:40 p.m. and was present for the <br />remainder of the meeting. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:02 p.m. <br />Overview - Fire Districts <br />Mike Downs, County Manager, provided an overview of the agenda and <br />noted the following volunteer fire departments intend to keep their current <br />tax rate and therefore are not making a presentation: Coldwater, Goldhill, <br />Richfield and the City of Kannapolis Fire Department. <br />Erica Nesbitt, Budget and Performance Manager, reviewed a summary of <br />the requests from the various fire departments and the corresponding budget <br />ordinance for the Special Fire & Insurance Districts. <br />Bobby Smith, Emergency Management Director, advised the "Operating Cost <br />Analysis Report" prepared by Public Safety Solutions, Inc., recommends all <br />the fire departments be funded at the revenue neutral rate, except for the <br />Harrisburg Fire Department, which should be considered separately due to the <br />nature of its budget and funding from the Town of Harrisburg. <br />Allen Volunteer Fire District <br />Chief Jimmy Morgan requested a revenue neutral tax rate ($0.045) for FY <br />13 and he advised the fire department plans to replace a 1987 fire engine <br />which has exceeded its lifespan and make repairs to their parking lot. He <br />also responded to a number of questions from the Board related to staffing, <br />number of calls this year, number of house fires vs. medical calls, etc. <br />Concord Fire Department <br />Curtis Teague, Deputy Fire Chief of Administration, requested a revenue <br />neutral tax rate ($0.041) for the Concord Rural fire district and the Jackson <br />Park fire district ($0.058) for FY 13. He noted an improvement to Jackson <br />Park's fire insurance rating and addressed two (2) capital projects: the <br />purchase of a triple combination truck for the Jackson Park area and the <br />construction a new fire station in the Concord Rural district. He also <br />responded to questions from the Board. <br />Flowes Store Volunteer Fire Department <br />Chief Artie Craig and Thomas Lowder, President of the Department's <br />Board of Directors, requested a revenue neutral tax rate ($0.0466) for FY 13. <br />Chief Craig advised the additional funds are needed for their portion of the <br />grant ($35,000.00) for the P225 digital radios. <br />Steve Langer, Fire Marshal, addressed the radio grant and matching <br />funds. <br />Chief Craig also responded to questions from the Board and advised of <br />Department's intent to purchase a water tanker in the future. <br />
