May 31, 2012 (Recessed Meeting) Page 1104 <br />Mr. Lowder advised a revenue neutral tax rate is needed to cover the <br />Department's debt service payments for fire apparatus. <br />Georgeville Volunteer Fire Department <br />Kelly Whitley, President of the Department's Board of Directors and <br />Chief Byron Blackwelder presented a request for a tax rate of $0.092 for FY <br />13. Mr. Whitley advised the additional revenue is needed for debt service <br />payments related to the acquisition of Jackson Park's fire truck, replacement <br />of PPE (personal protective equipment) and rescue equipment. He also <br />addressed the high costs associated with a business telephone line for the <br />fire department and stated his willingness to consider certain findings <br />contained in the "Operating Cost Analysis Report" prepared by Public Safety <br />Solutions, Inc., regarding bulk purchasing and compatible equipment. He also <br />advised the Board of Directors unanimously approved their FY 13 budget. A <br />short discussion ensued. <br />Commissioner Carruth arrived at 4:40 p.m. and was present for the <br />remainder of the meeting. <br />Midland Fire & Rescue <br />Joey Eudy, President of the Board of Directors and Chief Allen Burnette <br />were present to address their FY 13 budget request. Chief Burnette presented <br />the following information: <br />Thank you for allowing us to address our needs. <br />Insurance Rates: The Fire Service is the only service provided <br />by a County or Municipality that saves its citizens more money <br />than it takes to operate. <br />Comparison: Insurance pricing provided by State Farm Insurance <br />on 3 -12 -2012. <br />Home Value /Insured Value - $180,000.00 <br />Class 10 $1,073.00 <br />Class 9S $867.00 ($206.00 savings) <br />Class 8 <br />Class 7 <br />Class 6 $613.00 <br />Class 1 through 5 <br />Annual insurance savings of $460.00. Annual fire tax @ 6.435 <br />cents on a $180,000.00 home is $115.83. This represents an <br />annual savings of $344.17 including cost of fire protection. <br />Commercial and Industrial savings are even more pronounced than <br />residential saving. <br />We are requesting a revenue neutral rate of $0.06435 this <br />represents the Town of Midland's revenue neutral rate, this rate <br />was provided by the Town Finance Officer. This will allow for <br />Midland Fire Department to collect the same amount from the Town <br />of Midland as last year's budget. <br />This is an increase over the County's projected revenue neutral <br />rate of 6.06 cents which is .375 (3/8 of a cent). This would be <br />an increase of $3.75 per 100,000.00 of tax valuation. <br />This will bring in an additional $19,000.00; without this <br />increase, we will lose $12,000.00 in Town of Midland revenues. <br />The Town of Midland has indicated that they will approve the rate <br />of 6.06435 if the county follows suit. <br />In 2008, Midland Fire Department opened Fire Station 2 located at <br />369 East Hwy 24 -27. This was due to the July 2005 NCDOI <br />inspection that revealed that Midland and Flowes Store Fire <br />Departments both had fire district that could not be served <br />within the current 5 mile insurance district. <br />Class 10 Unprotected consisting of: <br />Acres - 348 <br />Individual parcels - 38 <br />Parcels with structures - 21 <br />
