June 4, 2012 (Work Session) Page 1112 <br />Chairman Poole encouraged the public to wear a purple ribbon or purple <br />on June 15 <br />Human Services - HCCBG Funding Plan and Reorganization for FY 13 <br />Ben Rose, Human Services Director, presented information related to the <br />new FY 13 Home and Community Care Block Grant Funding plan as follows: <br />• The plan establishes the Human Services Department and <br />Parks Department as new HCCBG Service Providers. <br />• The plan eliminates the Department of Aging, Transportation <br />Department and Department of Social Services as a HCCBG <br />service provider. <br />• The plan transfers Department of Aging, Transportation <br />Department and the Department of Social Services funding to <br />Human Services Department and Parks Department <br />respectively. <br />• The "information & assistance" budget was reduced by <br />$58,000.00. The "Senior Center operations" budget was <br />increased by the same amount. <br />The FY 13 HCCBG Funding Plan and revisions were reviewed and <br />approved by the HCCBG Committee and are recommended to the <br />Commission for consideration and approval. <br />Mike Downs, County Manager, clarified that the funding will go to same <br />programs and to the same services, only the titles of the departments have <br />changed. <br />A lengthy discussion ensued concerning the absorption of the Department <br />of Aging into the Human Services Department and Parks Department in general <br />and as it relates to the savings generated by eliminated positions, etc. <br />During discussion, Mr. Downs, Mr. Rose, Pam Dubois, Deputy County Manager, <br />and Erica Nesbitt, Budget and Performance Manager, responded to a variety of <br />questions from the Board. <br />Human Services - Approval of Designation of Centralina Council of Governments <br />Area Agency on Aging as HCCBG Dead Agency <br />Ben Rose, Human Services Director, presented information related to a <br />request for the Centralina Council of Governments Area Agency on Aging being <br />designated as the HCCBG (Home and Community Care Block Grant) lead agency for <br />FY 13. Due to the reorganization, the Department of Aging can no longer <br />serve as the lead agency. He advised the Human Services Department will be <br />designated as the lead agency thereafter and no administrative fees are <br />required by Centralina for this service. <br />Solid Waste - Resolution to Adopt 3 -Year Update to Solid Waste Management <br />Plan <br />Kevin Grant, Sustainability Manager, presented the following <br />information related to the adoption of a resolution endorsing the Ten Year <br />Solid Waste Management Plan: <br />NC General Statutes require that Cabarrus County develop a Ten <br />Year Solid Waste Management Plan (SWMP) and update the plan every <br />three years. This current update of the SWMP covers the <br />accomplishments that Cabarrus County has made with regards to <br />solid waste reduction goals over the past three years and sets <br />parameters for the future. A public meeting to receive public <br />comments was held on May 15, 2012 at the Center. There were no <br />attendees. Further, Kannapolis, Harrisburg, Mt. Pleasant and <br />Midland have adopted resolutions in support of the plan. <br />Mr. Grant also responded to questions from the Board. <br />Transportation - Rural Operating Assistance Program (ROAP) Funding and Public <br />Hearing <br />Bob Bushey, Transportation Coordinator, requested a public hearing be <br />scheduled for June 18, 2012 to receive comments on a grant request to the <br />North Carolina Department of Transportation, Public Transportation Division <br />for funding provided by the Rural Operating Assistance Program (ROAP) . The <br />grant request in the amount of $210,781.00 will include funding for the <br />following programs: the Elderly and Disabled Transportation Assistance <br />Program (EDTAP) - $101,175.00; the Employment Transportation Assistance <br />Program (EMPL) - $24,609; and the Rural General Public (RGP) Program - <br />
