June 18, 2012 (Regular Meeting) Page 1138 <br />Kettyl Amoakon At Large (replacement for Wells King) <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner White and <br />unanimously carried, the Board removed the graduating seniors from the Youth <br />Council's roster; appointed Stephen Larson (Cox Mill), Leslie Porfeli (Jay M. <br />Robinson) and Harrison Allen (Mt. Pleasant) to the Cabarrus County Youth <br />Council for two -year terms ending June 30, 2014; and appointed Kettyl Amoakon <br />(At- large) to the Cabarrus County Youth Council to complete an unexpired term <br />ending June 30, 2014. <br />(H -4) Appointments - Centralina Workforce Development Board (CWDB) <br />The terms of appointment for Bob VanGorden and Milton Chicas end June <br />30. Mr. VanGorden does not desire reappointment. He has served on the CWDB <br />since 2002 and is to be commended for this service. Mr. Chicas would like to <br />serve another term. Mr. Chicas is also a resident of Gaston County; <br />therefore an exception to the Appointment Policy's residency provision is <br />requested. Although the CWDB has reached out to several potential <br />appointees, a replacement for the "private sector" position has not been <br />secured to date. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board reappointed Milton Chicas (private sector) to <br />the Centralina Workforce Development Board for a two -year term ending June <br />30, 2014, including an exception to the "residency" provision of the <br />Appointment Policy. <br />(H -5) Appointments - Juvenile Crime Prevention Council (JCPC) <br />Appointments or reappointments are needed for the following JCPC <br />(Juvenile Crime Prevention Council) positions: District Attorney /Designee, <br />Student under 18 years of age, and two (2) At -large positions. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board reappointed Megan Baumgardner (District <br />Attorney /Designee), Edie Moss (At- large) and Mark Antoszyk (At- large) to the <br />Juvenile Crime Prevention Council (JCPC) for two -year terms ending June 30, <br />2014; and appointed Myka Perusek (Student under 18 years of age) to the JCPC <br />for a two -year term ending June 30, 2014. <br />(H -6) Appointments - Public Health Authority of Cabarrus County <br />The terms for Jessica D. Castrodale, Dr. Walter Vuchnich and Charles <br />Phillips on the Public Health Authority end June 30, 2012. Ms. Castrodale <br />has served (6) six consecutive years and is seeking reappointment for a third <br />term. To do so will require an exception to the Appointment Policy for the <br />"length of service" provision. Dr. Vuchnich and Mr. Phillips are not seeking <br />reappointment. However, the Cabarrus Health Alliance (CHA) has requested <br />that Dr. Vuchnich, a dentist, remain on the Authority until August. CHA is <br />confident a replacement can be found by then. In the event the Commission <br />does not agree with CHA's recommendation, an application prioritization list <br />has been provided. <br />Mr. Phillips has served on this Authority since 1996 and is to be <br />commended for his many years of service. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board appointed James T. Mack, Jr. (public member - <br />unaffiliated) to the Public Health Authority of Cabarrus County (CHA) for a <br />three -year term ending June 30, 2015 as requested by CHA; by the same vote, <br />the Board appointed Tom Kincaid (public member - unaffiliated) to the Public <br />Health Authority of Cabarrus County for a three -year term ending June 30, <br />2015. <br />Commissioner White advised CHA member Dr. Walter Vuchnich is attending <br />school, will remain on the CHA Board until August and due to his class <br />schedule and commitments, may need to come off of the Board. He advised Dr. <br />Vuchnich is a dentist which is an important aspect of the Board. <br />Chairman Poole urged dentists interested in serving on the CHA Board to <br />send in an application. <br />(H -7) Appointments - Region F Aging Advisory Committee <br />The term of appointments for Mary (Beth) Croom and Anita Helms <br />(Alternate) end June 30, 2012.
