<br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board moved "Item F -3 Human Services - HCCBG
<br />Funding Plan and Reorganization FY 13" to New Business as Item G -5 for
<br />discussion.
<br />(F -1) Finance - Construction and Renovation Fund Project Ordinance and
<br />Budget Amendment - $1,704,478.00
<br />The Construction and Renovation Fund is being increased in response to
<br />the FY Capital Improvement Plan. The newly added projects are the Courthouse
<br />chiller replacement, precast sealing and caulking of multiple County
<br />buildings, Arena HVAC equipment replacement, architectural plans for the
<br />replacement of Helms Hall at Camp Spencer, and the Human Services Building
<br />HVAC replacement. All of the projects are being funded through a transfer
<br />from the Capital Reserve Fund. A budget amendment is included for your
<br />approval. Also included in the amendment is the receipt of cell tower rents
<br />from a tower located in Mt. Pleasant. The Project Ordinance for the
<br />Construction and Renovation Fund has been revised to include the new revenues
<br />and is included for your approval.

<br />Purpose: The Construction and Renovation Fund is being increased for the FY13 Capital Improvement
<br />Plan (CIP). Capital Projects that have the potential of lasting greater than one year are being
<br />recorded in the Multi -year Construction and Renovation Fund. The newly added projects are the
<br />Courthouse Chiller replacement, Precast Sealing and Caulking of Multiple County Buildings, Arena
<br />HVAC equipment replacement, Architect plans for the replacement of Helms Hall at Camp Spencer,
<br />and the Human Services HVAC replacement. All of the projects are being funded with Capital
<br />Reserve Funds. This budget amendment also increases the Emergency Telephone Equipment Project
<br />Line for the rental income that will be received from a cell tower lease located in Mt. Pleasant.

<br />CABARRUS COUNTY CONSTRUCTION & RENOVATION
<br />CAPITAL PROJECT ORDINANCE
<br />BE IT ORDAINED, by the Board of County Commissioners of the
<br />County of Cabarrus, North Carolina that, pursuant to Section 13.2
<br />of Chapter 159 of the General Statutes of North Carolina, the
<br />following capital project ordinance is hereby adopted:
<br />Section 1. The project authorized is the various County
<br />construction related projects. Details of the projects are
<br />listed in Section 3 of this Project Ordinance.
<br />Section 2. The officers of this unit are hereby directed
<br />to proceed with this capital project within the terms of the
<br />Generally Accepted Accounting Principles (GAAP) and the budget
<br />contained herein.
<br />Section 3. The following budgeted amounts are appropriated
<br />for the projects:
