June 18, 2012 (Regular Meeting) Page 1116 <br />On behalf of the Board, Chairman Poole expressed appreciation for her <br />service. <br />(C -2) Youth Council - Recognition of Graduating Seniors and Presentation of <br />Certificates <br />Debbie Bost, Cooperative Extension Director, recognized the graduating <br />seniors from the Cabarrus County Youth Council. On behalf of the Board, <br />Commissioner Measmer presented certificates of appreciation to Taylor Furr <br />(Hickory Ridge High School) and Alana Dean (Jay M. Robinson High School) . <br />The following graduating students were not in attendance: Ian Smith (Central <br />Cabarrus High School), Ella Beth Wickliff (Mt. Pleasant High School), Cameron <br />Watson (Northwest Cabarrus High School), Wells King (Covenant Classical <br />School) and Georgie Ziama (Covenant Classical School). <br />Commissioner Measmer thanked the graduating seniors for their service <br />and encouraged them to take advantage of their opportunities. <br />Sidney Lanier Book Club <br />Chairman Poole recognized the Sidney Lanier Book Club, established by a <br />group of Concord residents in 1936. She announced today is the 75 <br />anniversary of the Club and "The Sidney Lanier Book Club 75 Anniversary" <br />special exhibit at the Concord Museum ends June 20, 2012. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:40 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with the Concord Police Department, Cabarrus County Sheriff's <br />Department and Concord City Council meetings. <br />A.L. Fleming, resident of 24 Cabarrus Avenue East in Concord, reported <br />he submitted a bid last year on behalf of Woodson University to purchase the <br />Old Bethel School property, but was unable to come to amenable terms <br />satisfactory to both parties. He requested the County reconsider his <br />previous purchase offer, without the restrictions that kept the purchase from <br />moving forward initially, and rescind the County's current request for bids. <br />As his last public act as the Chair of the Public Health Authority of <br />Cabarrus County, Charles Phillips, resident of 84 Lake Concord Road in <br />Concord, thanked the Board for the opportunity to serve the County in this <br />capacity. He also announced the budget for the Cabarrus Health Alliance does <br />not use any county funds for clinical services. <br />On behalf of the Board, Chairman Poole thanked Mr. Phillips for his <br />service. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />Commissioner White MOVED to approve the Consent Agenda as presented. <br />Commissioner Carruth seconded the motion. <br />Vice Chairman Burrage requested an explanation of "Item F -3 Human <br />Services - HCCBG Funding Plan and Reorganization FY 13 ". <br />Ben Rose, Human Services Director, Mike Murphy, Director of Aging <br />Services, and Mike Downs, County Manager, responded to a variety of questions <br />from the Board related to the grant program, associated matching funds and <br />the reorganization of the Department of Aging. <br />Commissioner White withdrew the MOTION and Commissioner Carruth <br />withdrew his second. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the Consent Agenda with the exclusion <br />of "Item F -3 Human Services - HCCBG Funding Plan and Reorganization FY 13 ". <br />
