June 18, 2012 (Regular Meeting) Page 1120 <br />NC General Statutes require that Cabarrus County develop a Ten Year <br />Solid Waste Management Plan (SWMP) and update the plan every three years. <br />This current update of the SWMP covers the accomplishments that Cabarrus <br />County has made with regards to solid waste reduction goals over the past <br />three years and sets parameters for the future. A public meeting to receive <br />public comment was held on May 15, 2012 at the Center. There were no <br />attendees. Further, Kannapolis, Harrisburg, Mt. Pleasant and Midland have <br />adopted resolutions in support of the plan. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2012 -10 <br />RESOLUTION ACCEPTING AND ENDORSING THE SOLID WASTE MANAGEMENT PLAN OF 2012 <br />FOR CABARRUS COUNTY <br />WHEREAS, it is a priority of this community to protect human health and the <br />environment through safe and effective management of municipal solid waste; <br />WHEREAS, the reduction of the amount and toxicity of the local waste stream <br />is a goal of this community; <br />WHEREAS, equitable and efficient delivery of solid waste management services <br />is an essential characteristic of the local solid waste management system; <br />WHEREAS, it is a goal of the community to maintain and improve its physical <br />appearance and to reduce the adverse effects of illegal disposal and <br />littering; <br />WHEREAS, Cabarrus County recognizes its role in the encouragement of <br />recycling markets by purchasing recycled products; <br />WHEREAS, involvement and education of the citizenry is critical to the <br />establishment of an effective local solid waste program; <br />WHEREAS, the State of North Carolina has placed planning responsibility on <br />local government for the management of solid waste; <br />WHEREAS, NC General Statute 130A- 309.09A(b) requires each unit of local <br />government, either individually or in cooperation with other units of local <br />government, to update the Ten Year Comprehensive Solid Waste Management Plan <br />at least every three years; <br />WHEREAS, the Cabarrus County Solid Waste Management Department has undertaken <br />and completed a long -range planning effort to evaluate the appropriate <br />technologies and strategies available to manage solid waste effectively; <br />NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF CABARRUS COUNTY: <br />That Cabarrus County's 2012 Ten Year Comprehensive Solid Waste Management <br />Plan is accepted and endorsed and placed on file with the Clerk to the Board <br />on this 18 day of June, 2012. <br />CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />BY: /s/ Elizabeth F.
