<br />Elementary. QSCB funds of $42,000.00 will be reallocated from the Concord
<br />High School chiller replacement project to the technology upgrades project.
<br />Per the School Board, the chiller replacement projects came in under budget
<br />and the funds are needed to upgrade the technology throughout the entire
<br />school. QSCB funds of $20,000.00 will be reallocated from the J. N. Fries
<br />roof project to the Central Cabarrus Chiller project. Per the School Board,
<br />the JN Fries Roof project came in under budget and the funds can be used at
<br />Central Cabarrus to install a chemical free water treatment system, a cooling
<br />tower platform and ladder. QSCB funds of $17,254.00 will be reallocated from
<br />the JN Fries Roof project and $14,246.00 will be reallocated from the Mt.
<br />Pleasant Middle Server project to the Winecoff Elementary Server project.
<br />Per the School Board, the JN Fries Roof project and the Mt. Pleasant Middle
<br />Server projects came in under budget and the funds can be used at Winecoff
<br />Elementary to cover the server project that came in over budget.
<br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage
<br />and unanimously carried, the Board approved the reallocation of $42,000.00
<br />from the QSCB Concord High School project to the Concord High School
<br />technology project, the reallocation of $20,000.00 from the J. N. Fries roof
<br />project to the Central Cabarrus High School chiller project and the
<br />reallocation of $17,254.00 from the J. N. Fries roof project and $14,246 from
<br />the Mt. Pleasant Middle School server project to the Winecoff Elementary
<br />School server project and adopted the following budget amendment:

<br />(G -1) Planning and Development - P-roposed Text ?lmendment TEXT2012 -00001 and
<br />Public Hearing - 6:30 P.M.
<br />Susie Morris, Planning and Zoning Manager, presented text changes to
<br />the following Chapters in the Cabarrus County Zoning Ordinance: Chapter 2
<br />(Definitions), Chapter 3 (Establishment of Zoning Districts), Chapter 7
<br />(Performance Based Standards) and Chapter 8 (Conditional Uses). In addition,
<br />a new appendix, Appendix C, Trail and Trail Head Design, will be added to the
<br />Zoning Ordinance. She noted a minor change needed in Chapter 8, Shooting
<br />Range with Outdoor Target Practice, Number 30, Item (d). The sentence should
<br />read, "No portion of the range or associated safety fan shall be closer than
<br />2,500 feet to any existing residential dwelling, institutional use or
<br />building ".
<br />The Planning and Zoning Commission unanimously voted (9 -0) on May 8,
<br />2012 to forward the proposed amendments to the Board of Commissioners for
<br />final consideration.
<br />Chairman Poole opened the public hearing at 8:00 p.m. The Public
<br />Hearing Notice was published on July 4 and 11, 2012 in THE INDEPENDENT
<br />TRIBUNE. The Public Hearing Notice was also posted on the County's website
<br />( www.cabarruscounty.us ) on July 3, 2012 in accordance with Article 2,
<br />Administration, Section 2.1 (Use of Electronic Means to Provide Public
<br />Notices) of the Cabarrus County Code of Ordinances.
<br />There was no one present to address the Board; therefore, Chairman
<br />Poole closed the public hearing.
<br />Ms. Morris responded to questions from the Board.
<br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and
<br />unanimously carried, the Board adopted the following ordinance:
