August 6, 2012 (Work Session) Page 1130 <br />Brown High School have been completed and the control projects at Jackson <br />Park and Woodrow Wilson Elementary Schools are expected to be finished next <br />week. Although the roof project at KIS (Kannapolis Intermediate School) is <br />well underway, it will take a couple of months to complete. Issues have <br />arisen with the HVAC project at KIS and contingency funds will be used to <br />bring the project up to code. No action was taken. <br />BOC - Old Bethel School Upset Bid Process - Results <br />As an update to the old Bethel School upset bid process, Chairman Poole <br />announced an upset bid was received earlier today from Woodson University for <br />$14,750.00. The next bid due date is August 16 at 10:00 a.m. For a bid to <br />be considered, it must be in a minimum amount of $15,537.50. <br />BOC - NCACC Solicitation of County Legislative Coals Proposals for FY 13 -14 <br />Chairman Poole presented the following information related to a request <br />from the NCACC (North Carolina Association of County Commissioners) for <br />Legislative Goals Proposals for FY 13 -14: <br />Information from the Commissioners' Association concerning the <br />submission of legislative goals for the FY 13 -14 biennium is <br />attached. Goals received on or before September 17 will be <br />referred to the appropriate NCACC steering committee for review <br />and consideration. Goals submitted after this date will be sent <br />directly to the Legislative Goals Committee for review. <br />Commissioner Carruth advised the NCACC is looking for commissioners <br />willing to serve on the steering committees and presented an overview of the <br />steering committee process. <br />Chairman Poole requested recommendations from the Board be submitted to <br />the Clerk within the next two weeks. <br />Discussion Items for Action at August 20, 2012 Meeting <br />Finance - Qualified School Construction Bonds (QSCB) Reallocation Request for <br />Central Cabarrus High School - $42,343 <br />Len Witke, CCS (Cabarrus County Schools), presented the following <br />information related to a QSCB (Qualified School Construction Bonds) <br />reallocation request for Central Cabarrus High School: <br />The Cabarrus County School Finance staff requests a reallocation <br />of $42,343.00 at Central Cabarrus High School. QSCB funds of <br />$42,343.00 will be reallocated from the Coltrane Webb Elementary <br />School Magnet School Program remodeling project to the Central <br />Cabarrus High School window replacement project. Per the School <br />staff, the Coltrane Webb Elementary School project is complete <br />and came in under budget and funds are needed at Central Cabarrus <br />High School for unanticipated asbestos abatement for the window <br />replacement project. The reallocation request will be presented <br />to Board of Education for formal approval on August 6, 2012. <br />Mr. Witke also responded to a variety of questions from the Board <br />concerning the budgetary impact to the Coltrane Webb kitchen hood replacement <br />project and electrical issues. Commissioner White advocated the need for a <br />prioritized plan for the future. <br />Solid Waste - Ordinance Acknowledging New Conditions of Existing Solid Waste <br />Collection and Disposal Franchise Agreement with Republic Services, Inc. and <br />Renewing the Franchise Agreement Through December 31, 2017 - Second Reading <br />As a follow -up from the July 16, 2012 meeting, Commissioner White <br />advised he has not received any telephone messages from Terri Masten with <br />Waste Pro of North Carolina and only received one e -mail from her. He asked <br />Board members to forward any information they received from her. <br />Kevin Grant, Sustainability Manager, reported the ordinance has not <br />changed since its first reading on July 16, 2012. <br />Kyle Bilafer, General Services Director, was also in attendance. <br />County Manager - NCDOT Request to Purchase Right -of -way <br />Pam Dubois, Deputy County Manager, presented the following information <br />related to a request from the NCDOT (North Carolina Department of <br />Transportation) to purchase a right -of -way: <br />
