August 6, 2012 (Work Session) <br />Page 1181 <br />The NC Department of Transportation (NCDOT) has submitted a <br />request to purchase a right -of -way for the extension of George <br />Liles Parkway. The affected parcel is part of the land purchased <br />for Winkler Middle School, but the planned road extension does <br />not affect the school or its facilities. The request is to <br />purchase .608 acres for $18,825.00. In the past, the Board of <br />Commissioners has designated proceeds from land purchases at <br />schools to the affected school. <br />Richard M. Koch, County Attorney, advised the property in question is <br />part of a COPS (Certificate of Participation) financing. Therefore, approval <br />from the lending institution, Regions Bank, will be required. <br />Commissioner White advised the middle school needs an emergency egress <br />on the back side of the school property and suggested the County Manager <br />contact the Department of Transportation. <br />Mike Downs, County Manager, advised he would have a response from NCDOT <br />by the regular meeting. <br />General Services - Approval o_ Bid Award for FY 2012 -2013 Purchase of Service <br />Truck(s) <br />Kyle Bilafer, General Services Director, presented the following <br />information relating to the purchase of service trucks: <br />Sealed bids were solicited for the FY 2012 - 2013 service truck <br />replacements and received on July 23, 2012. Staff has reviewed <br />the bids and recommends the bid be awarded as follows: <br />(4) 1/2 Ton Trucks - Ben Mynatt <br />(1) 1 -Ton Truck - Hilbish Ford <br />One of the five (5) trucks GS (General Services) plans to <br />purchase is a 1 -ton model. The County has the opportunity to buy <br />a 2012 model, if a purchase order is submitted by August 10, <br />2012. This scenario saves money, estimated at $2,600.00 and <br />allows the county to receive the truck in a couple of months. <br />Waiting for the 2013 1 -ton models will require rebidding and <br />delivery of the truck will occur after January 2013. Due to time <br />constraints, action on this item is requested at the work <br />session. <br />Mr. Bilafer responded to a variety of questions from the Board. He <br />also reviewed the vehicles' mileage and any particular mechanical issues <br />associated with them. <br />Mike Downs, County Manager, advised the proposal is consistent with the <br />County's fleet replacement policy. <br />Commissioner White suggested the policy be revisited and mileage cut- <br />off be increased.
