August 6, 2012 (Work Session) <br />Page 1185 <br />Each year, there are projects that need to be transitioned to the <br />new fiscal year. Projects were not budgeted for FY 2013 because <br />they were underway (or delayed after the budget had been <br />submitted) and anticipated to be completed before year -end. The <br />majority of the projects submitted in August are purchases or <br />contracts that have been initiated, but not completed at year <br />end. In September, an additional list of projects will be <br />provided that are primarily grant related. The amounts of these <br />re- appropriations cannot be determined until the books are closed <br />in early August. Included with this year's re- appropriations is <br />a contract with Ike's Construction for the Harrisburg Park <br />Concession Stand and Announcing Booth. This contract is being <br />funded through the matching grant program through Active Living <br />and Parks. The balance of the funds needed, will be available <br />for this contract should the attached budget revision be <br />approved. The other $24,022.00 was approved on July 16, 2012 by <br />the Board as part of the matching grant request for FY 2012 -2013. <br />Ms. Dubois and Mike Downs, County Manager, responded to a variety of <br />questions from the Board. <br />County Manager - Regional Radio System - P25 System <br />Mike Downs, County Manager, presented information related to grants for <br />the Regional Radio System - P25 System as follows: <br />Federal Assistance to Firefighters Grant - The Charlotte Fire <br />Department has been awarded $3,437,500.00 on behalf of Cabarrus <br />County to assist in the funding of the P25 compliant emergency <br />radio system. Included in the available funding is $2,750,000.00 <br />of federal money and $678,578.00 of required local funds. The <br />required local funding, per prior commitment to Charlotte, will <br />be funded by the County, the City of Concord, and the City of <br />Kannapolis as follows: Cabarrus County - $271,431.09; Concord - <br />$271,431.09 and Kannapolis - $135,715.60. This funding is <br />included in the FY 12 -13 budget. <br />Mr. Downs and Deputy Jody Johnson also responded to questions from the <br />Board. It was noted that the system will consist of six (6) digital and six <br />(6) analog channels until the final conversion occurs. <br />Pam Dubois, Deputy County Manager, advised the grant funding is located <br />in a special multi -year fund and is not included in the FY 12 -13 operating <br />budget. She also reported the funding for the communication system is <br />generated by cell tower rental receipts. <br />BOC - Cabarrus (Mt. Pleasant) Correctional Center <br />Mike Downs, County Manager, advised a recessed meeting has been <br />scheduled for August 27, 2012 at 4:00 p.m. to discuss the Cabarrus (Mt. <br />Pleasant) Correctional Center. He recommended the Board recess its August <br />regular meeting to discuss the matter in detail. <br />BOC - Old Bethel School - Bid update <br />Chairman Poole announced a new upset bid for the old Bethel School <br />property was received. She stated the bid received was from C- Voltaics for <br />$17,000.00. The Clerk advised the notice would be posted the next morning. <br />The next bid due date is August 17 t ' at 5:00 p.m. For a bid to be considered, <br />it must be in a minimum amount of $17,900.00. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of items on the Agenda. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the August 20, 2012 Agenda as <br />follows: <br />Approval or Correction of Minutes <br />m Approval or Correction of Meeting Minutes <br />Recognitions and Presentations <br />* Human Services - Child Support Awareness Month <br />® Library - "411 -4 DISTRICTS, 1 BOOK, 1 COMMUNITY" Proclamation <br />m Library - International Literacy Day Proclamation <br />
