August 6, 2012 (Work Session) <br />Page 1184 <br />Each proposal shall be accompanied by a deposit of cash or <br />certified check on some bank or trust company insured by the <br />Federal deposit Insurance Corporation in an amount equal to 5% of <br />the gross amount of the proposal. In lieu thereof, such bidders <br />may file a bid bond executed in accordance with the conditions as <br />prescribed by GS 143 -129 as amended. The deposit shall be <br />retained if the successful bidder fails to execute the contract <br />within 10 days after the aware is approved by the board of fails <br />to give satisfactory surety as required by law. <br />A - performance bond will be required for one hundred (1000) for <br />the contract price and a payment bond will be required for one <br />hundred (1000) of the contract price. Form bonds shall be A.I.A. <br />Document A -311. <br />No bid may be withdrawn after the scheduled closing time for the <br />receipt of bids for a period of thirty (30) days. <br />The owner reserves the right to reject any or all bids, to waive <br />informalities, and to award contracts in the best interest of the <br />owner. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board suspended its rules of procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and carried, with Chairman Poole and Commissioners Carruth and White voting <br />for and Vice Chairman Burrage and Commissioner Measmer voting against, the <br />Board approved the bid award to Ike's Construction ($543,000.00, including <br />Alternates 1 and 2) and authorized the County Manager to execute the <br />contract, subject to revision by the County Attorney. <br />Planning and Development Services - HOME Public hearing for End of Year 2011- <br />2012 - 6:30 P.M. <br />Kelly Sifford, Planning and Development Services Director, requested a <br />public hearing be held at the next meeting for the HOME Program -a federally <br />funded housing rehabilitation program for low - income homeowners. She <br />reported one home was completed with $59,259.00 spent on the program. She <br />also reported the U.S. Housing and Urban Development (HUD) department <br />experienced delays in releasing the funds to the communities due to <br />environmental reviews. In response to questions from the Board, she advised <br />an annual public hearing is required to obtain program funding and that other <br />action is required. <br />Human Services �'Transportatlon Division) - Approval of Additional Positions <br />=or JARC Grant and Related Budget Amendment - $68,443.00 <br />Pam Dubois, Deputy County Manager presented the following information <br />related to additional positions associated with the JARC (Job Access Reverse <br />Commute) Federal grant and noted the positions were not included in the FY <br />12 -13 budget process: <br />The JARC (Job Access Reverse Commute) grant application was <br />approved and provides funding for two new drivers, one full time <br />and one part time. These positions, along with all the JARC <br />positions, are funded for a two year period ending June 30, 2014. <br />As long as the funds are received by the County, the positions <br />will continue to be funded. A budget revision is included in the <br />agenda to re- allocate all grants funds received for the JARC, <br />5310 and 5311 grants. The end result of the reallocation is <br />$81,364.00 of excess funds being transferred to the <br />Commissioners' contingency line item. <br />A discussion ensued. During discussion, Stephen Cude, Transportation <br />Supervisor, Randy Bass, Transportation Director, and Mike Downs, County <br />Manager, responded to questions from the Board. It was noted that <br />approximately 60 percent of the JARC ridership consists of vocational <br />rehabilitation clients and that the purchase of the vehicle, also included in <br />the grant application, was part of the FY 12 -13 budget process. <br />Finance - Ongoing Projects Budget Amendment, Phase 1 <br />Pam Dubois, Deputy County Manager, presented the following information <br />related to a budget amendment to re- appropriate funds for capital projects <br />that have not been completed and /or grant- funded initiatives: <br />
