August 20, 2012 (Regular Meeting) <br />Page 1187 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 20, 2012, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 38 from Poplar Tent Presbyterian Church in Concord <br />conducted the Flag Ceremony. Scouts participating were: AJ Smith, Ian <br />Fuller, Austin Krum and Jason Smith. <br />Pastor Scott Davis from Pitts Baptist Church in Concord delivered the <br />invocation. <br />Chairman Poole announced the broadcast schedule for Commissioner <br />meetings aired on Channel 22. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the minutes of June 26, 2012 <br />(Recessed Meeting), July 2, 2012 (Work Session) , July 16, 2012 (Regular <br />Meeting) and August 1, 2012 (Special Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Supplemental Information: <br />Old Business <br />E -1 BOC - Old Bethel School Upset Bid Process - Update <br />o August 17, 2012 Bid from Caromark Building Group, LLC - $20,000 <br />New Business <br />G -3 County Manager - NCDOT Request to Purchase Right -of -Way <br />o Letter from NCDOT <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) 'ROC - Recognition of Charles C. Phillips on His Service to the Board <br />of Health and Public Health Authority <br />Commissioner White presented a certificate of appreciation to Charles <br />C. Phillips for sixteen years of dedicated service. Mr. Phillips served on <br />the County Board of Health from June 19, 1995 to October 21, 1996 and on the <br />Public Health Authority from October 21, 1996 to June 30, 2012. <br />Mr. Phillips accepted the certificate and expressed appreciation. <br />(C -2) Human Services - Child Support Awareness Month <br />Ben Rose, Human Services Director, requested the Board recognize <br />September as "Child Support Awareness Month" in Cabarrus County. He stated <br />over $9 million in child support was collected in 2011 -2012 and commended the <br />Child Support division staff for their efforts and for being designated as a <br />top 25 performing division in the State last year. <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2012 -10 <br />CHILD SUPPORT AWARENESS MONTH <br />
