Poole, Chairman <br />Cabarrus County Board of Commissioners <br />(C -5) Planning and Development (Soil and Water District) - Recognition of <br />Student Contestants in the NC Association of Soil and Water Conservation <br />Districts Annual Conservation Education Competition <br />Dennis Testerman, Senior Resource Conservation Specialist, stated the <br />Cabarrus Soil and Water Conservation District has co- sponsored conservation <br />education contests throughout most of its 48 years of existence. The theme <br />for 2012 -2013 was "Wetlands Are Wonderful ". This year, three Cabarrus <br />students out of 2,501 participants advanced to regional and state -level <br />competitions. He recognized the following winners at the State level: <br />® Computer Designed Slide Show Contest - 6th Grade <br />Hannah Watson, Harris Road Middle School (Jodie Hott, teacher) 1 place <br />• Poster Contest - 6th Grade <br />Gavin Rickard, Harris Road Middle School (Zara Miller, teacher) 2nd <br />place <br />• Public Speaking Contest - 7 Grade <br />Alli Love, C.C. Griffin Middle School (Courtney Smith, teacher) 2n <br />place <br />Gavin Rickard was unable to attend. Therefore, Deborah Bost, Harris <br />Road Middle School Assistant Principal of Instruction, held Gavin's poster so <br />the viewing audience could see it. <br />Hannah Watson and Alli Love had their pictures taken with Mr. Testerman <br />and Soil and Water Conservation District Board of Supervisors Louis Suther <br />and Jchnathon Johnson, who were also in attendance. <br />(C -6) Planning and Development Services (Soil and Water Conservation <br />District) - Recognition of Boy Scout Troop 38 Member AJ Smith for Achieving <br />the Eagle Scout Rank <br />Dennis Testerman, Senior Resource Conservation Specialist, recognized <br />AJ Smith, a member of Boy Scout Troop 38 in recognition for achieving the <br />rank of Eagle Scout. For his Eagle Scout project, AJ provided leadership in <br />fabricating and installing twelve (12) wood duck nesting boxes in the state - <br />designated, regionally- significant Clarke Creek Heron Rookery Significant <br />Natural Heritage Area. Nesting boxes were installed inside conservation <br />easements on the Cox Mill Elementary School campus and on property owned by <br />the Conservation District within the Natural Area. AJ constructed wood duck <br />nesting boxes for the wetlands behind Cox Mill Elementary School. Mr. <br />Testerman presented AJ with a certificate of appreciation and also thanked <br />the Cabarrus County School system for their cooperation. Vice Chairman <br />Burrage presented AJ with a county lapel pin. <br />INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:54 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, thanked the <br />Board for the opportunity to speak openly and expressed dissatisfaction with <br />the City of Concord, its City Council and with members of the Concord Police <br />Department. <br />Martha Macon, resident of 1619 Eastwood Drive in Kannapolis, presented <br />the following statement to be included in the minutes: <br />I °m here to represent the families who depend on our county <br />transportation system to get our adult sons and daughters to <br />CVO /RVO (Cabarrus Vocational Opportunities) . This organization <br />rescued us from a dysfunctional program that replaced the Old <br />Cabarrus Workshop. CVO is located across Highway 29 from S & D <br />Coffee. <br />
