August 20, 2012 (Regular Meeting) <br />Page 1189 <br />encourages dialogue and the expression of thoughts and ideas among <br />individuals who may not otherwise find a connection; and <br />WHEREAS, the months of August, September and October, 2012 have been <br />selected for the 411 - 4 DISTRICTS, 1 BOOK, 1 COMMUNITY project; and <br />WHEREAS, The Hunger Games by Suzanne Collins has been selected for this <br />vearTs 411 - 4 DISTRICTS, 1 BOOK, 1 COMMUNITY project; and <br />WHEREAS, in celebration of the 411 - 4 DISTRICTS, 1 BOOK, 1 COMMUNITY <br />project created many ways to come together and participate throughout August, <br />September and October by participating in book discussions, entering <br />contests, participating in Survival Training Days and the Final Event at the <br />Arena, and many other events. <br />NOW, THEREFORE, the Cabarrus County Board of Commissioners declare the <br />months of August, September and October as 411 - 4 DISTRICTS, 1 BOOK, 1 <br />COMMUNITY Months in Cabarrus County and commend its observance to all <br />citizens. <br />ADOPTED BY THE BOARD OF COMMISSIONERS of Cabarrus County, North <br />Carolina this the 20 day of August, 2012. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />(C -4) Library - International Literacy Day Proclamation <br />Susan Suarez Webster, Literacy Coordinator, Cabarrus Literacy Council, <br />announced September 8 th will be celebrated as International Literacy Day. She <br />stated the Library and the Cabarrus Literacy Council would like for everyone <br />to acknowledge this important day and recognize the importance of a fully <br />literate community. Dana Eure, Library Director, was also in attendance. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation <br />Honoring International Literacy Day <br />Proclamation No. 2012 -12 <br />Whereas, International Literacy Day will be observed on September 8, 2012, <br />and the observance of International Literacy Day reminds the international <br />community of the status of literacy and adult learning globally; and <br />Whereas, despite many and varied efforts, literacy remains an elusive target <br />whereby approximately 793 million adults lack minimum literacy skills which <br />means that about one in six adults is still not literate; and <br />Whereas, 67.4 million children are out -of- school and many more attend <br />irregularly or drop out resulting in more than 16,000 adults in Cabarrus <br />County who do not have a high school diploma; and <br />Whereas, children of uneducated or undereducated parents have a higher chance <br />of becoming high school dropouts, thus creating a cycle of illiteracy for <br />their future and future generations; and <br />Whereas, illiteracy can be eliminated by increased public awareness and <br />intensive citizen support of community resources that address literacy needs <br />such as the Cabarrus Literacy Council, Cabarrus County Public Library, the <br />Adult Basic Education, GED programs and Family Literacy program at RCCC, the <br />Sheriff's Department and the Cabarrus County Public Schools; and <br />Whereas, dozens of community partners are combining resources to serve those <br />in Cabarrus County who face literacy challenges with one -on -one tutoring, <br />classes at the County Detention Center, English classes for speakers of other <br />languages, and reading groups to eliminate illiteracy in Cabarrus County; and <br />Whereas, this team effort will result in giving adults in Cabarrus County the <br />tools they need to be a better parent, an informed citizen, a safe and <br />efficient employee and a healthier person. <br />Therefore, the Board of Commissioners of Cabarrus County joins the <br />celebration and encourages all citizens to support the Adult Literacy <br />Programs of the Cabarrus Literacy Council and other mentioned entities in <br />their literacy effort to become a fully literate community and do hereby <br />
