September 17, 2012 (Regular Meeting) Page 1224 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 17, 2012, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Air Force Junior ROTC from Northwest Cabarrus High School of Concord <br />conducted the Flag Ceremony. Students participating were: Matthew Luke, <br />Cadet Technical Sergeant; Brianna Washington, Cadet 2 Lieutenant; Tyler <br />Vaughn, Cadet 2n Lieutenant and Steven Gary, Cadet 2nd Lieutenant. <br />Pastor Tom Cabaniss from Kannapolis First Baptist Church of Kannapolis <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of August 6, 2012 <br />(Work Session), August 20, 2012 (Regular Meeting) and August 27, 2012 <br />(Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Supplemental Information - Meeting Minutes: <br />A -1 Approval or Correction of Meeting Minutes <br />3 August 27, 2012 - Recessed Meeting <br />Supplemental Information - Reports: <br />I -2 Request for Applications for County Boards /Committees <br />Special Announcement Requested: Cabarrus Library Board of Trustees <br />- Kannapolis Area <br />Revised Item - Consent: <br />F -3 ITS (E -911 Addressing) - Bostian Fisher Road - NCDOT Maintenance <br />Abandonment Request <br />• In order to make the ROBERT STEPHEN HOLLIFIELD farm more secure, a <br />portion of Bostian Fisher Road, bound on both sides by property <br />owned by ROBERT STEPHEN HOLLIFIELD, needs to be abandoned by the <br />North Carolina Department of Transportation (NCDOT). <br />• Revised resolution <br />Relocated Item - New Business: <br />G -2 "County Manager - Discussion of One Time Projects to be Funded by <br />Excess Fund Balance" was moved to the Consent Agenda as originally <br />approved by the Board on September 4, 2012. This Item will become Item <br />F -11. <br />Removal - Closed Session: <br />L -1 Closed Session - Attorney Client Privilege & Economic Development <br />o Not Needed <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Recognition of Jessica Castrodale on Her Service to the Public <br />Health Authoritv of Cabarrus Countv <br />Commissioner White commended Jessica Castrodale for her years of <br />dedicated service to the Public Health Authority of Cabarrus County.
