September 17, 2012 (Regular Meeting) Page 1225 <br />30, 2012. Commissioner White accepted a framed certificate of appreciation <br />on her behalf. Ms. Castrodale was unable to attend tonight's meeting due to <br />illness. <br />(C -2) Planning and Development Services - Recognition of Brenda E. Cook and <br />Todd C. Berg for Their Service on the Cabarrus Planning and Zoning Commission <br />Susie Morris, Planning and Zoning Manager, recognized Todd C. Berg for <br />his many years of dedicated service. Mr. Berg served on the Cabarrus <br />Planning and Zoning Commission from August 15, 2005 to August 31, 2012. Ms. <br />Morris stated he has served in a leadership capacity during his tenure as <br />Chair and Vice Chair on the Commission. On behalf of the Board, Vice <br />Chairman Burrage presented a framed certificate of appreciation to Mr. Berg. <br />Mr. Berg accepted the certificate and expressed appreciation. <br />Ms. Morris recognized Brenda E. Cook for her many years of dedicated <br />service. Ms. Cook served on the Cabarrus Planning and Zoning Commission from <br />August 15, 2005 to August 31, 2012. Ms. Cook served first as a Midland <br />representative and later as a general representative during her tenure on the <br />Commission. On behalf of the Board, Vice Chairman Burrage presented a framed <br />certificate of appreciation to Ms. Cook. <br />Ms. Cook accepted the certificate and expressed appreciation. <br />Chairman Pool and Commissioner Carruth acknowledged the hard work of <br />Mr. Berg and Ms. Cook and expressed appreciation for their service. <br />(C -3) Cooperative Extension - Proclamation for National 4 -H +meek <br />Debbie Bost, Cooperative Extension Director, recognized the <br />accomplishments of the Cabarrus County 4 -H program over the past year. She <br />stated that more than 7,000 youth and 400 volunteers donated over 20,000 <br />hours of community service to the community. She also recognized 4 -H members <br />in attendance for their participation and accomplishments. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2012 -13 <br />National 4 -H Week Proclamation <br />Whereas, October 7 -13 is National 4 -H Week in the United States; and <br />Whereas, more than 5 million youths take part in 4 -H club programs <br />nationwide; and <br />Whereas, 4 -H is ranked fourth in total awareness among agencies serving <br />youth; and <br />Whereas, the North Carolina Cooperative Extension System conducts 4 -H <br />programs through the state land -grant universities with the mission to help <br />young people acquire knowledge, develop life skills and form attitudes which <br />will help them become self - directing, productive members of society; and <br />Whereas, 4 -H addresses issues facing youth wherever they live — in inner <br />cities, suburbs and rural communities and helps break barriers by focusing on <br />learning -by- doing; and <br />Whereas, 4 -H builds youths self - esteem, leadership and citizenship skills, <br />and focuses on critical issues such as protecting the environment; and <br />Whereas, 4 -H has programs on food and nutrition, science and technology, <br />natural resources, substance abuse prevention, growing plants, caring for <br />farm animals, career education, community pride, citizenship and leadership; <br />and <br />Whereas, more than 7,000 youth are active in 4 -H in Cabarrus County; and <br />Whereas, exciting, fun and student - centered educational programs are <br />available through Cabarrus County 4 -H Programs; and <br />Whereas, more than 500 adult volunteers in Cabarrus County, donate countless <br />hours and effort each year in preparing for and teaching youth; and <br />
