<br />Now, Therefore, Be It Resolved, that the Board of Commissioners for Cabarrus
<br />County, North Carolina, do hereby proclaim October 7 -13, 2012 as 4 -H Week in
<br />Cabarrus County, North Carolina.

<br />(D) INFORMAL PUBLIC COMMENTS
<br />Chairman Poole opened the meeting for Informal Public Comments at 6:45
<br />p.m. She stated each speaker would be limited to three minutes.
<br />Jason Oesterreich, resident of 800 Towncreek Place in Concord, spoke
<br />regarding the budget. He questioned the need for a property tax increase
<br />when there has been an operating surplus for the past couple of years. He
<br />also questioned the Boards' decision of allocating one -time funds for
<br />artificial turf for soccer fields and Ipads for 4 -year olds.
<br />With there being no one else to address the Board, Chairman Poole
<br />closed that portion of the meeting.
<br />(E) OLD BUSINESS
<br />(E -1) County Manager - Update on KCS QSCB (Qualified School Construction
<br />Bonds) Projects
<br />Will Crabtree, Kannapolis City Schools, - reported QSCB (Qualified School
<br />Construction Bonds) Projects for Kannapolis City Schools are near completion
<br />with the exception of two projects at the Kannapolis Intermediate School. He
<br />advised the roofing project is ongoing and expected to be completed in the
<br />winter; the HVAC project, which had issues that caused the school to open a
<br />week late, is ongoing with work yet to be completed in the gym and locker
<br />room areas. He stated the other control projects have been completed and
<br />everything is working well. No action was taken.
<br />(F) C01 SENT AGENDA
<br />(F -1) Finance - Ongoing Projects Budget Amendment, Phase II
<br />Each year, there are projects that need to be transitioned to the new
<br />fiscal year. Projects were not budgeted for FY 2013 because they were
<br />underway (or delayed after the budget had been submitted) and /or were
<br />anticipated to be completed before year -end. The majority of projects
<br />submitted in Phase II are grant related, but a few are projects and /or
<br />purchases that did not make the year -end cut off of June 30, 2012. One
<br />project, approved in August ( Kannapolis Meeting Room Reservation) will be
<br />transferred from the General Fund to Fund 343 for accounting tracking
<br />purposes.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer
<br />and unanimously carried, the Board approved the budget amendment and updated
<br />project ordinance.
