The PRIs provide the inbound and out] <br />majority of Cabarrus County's phone services. <br />(Information Technology <br />Time Warner Cable, Inc. <br />Additionally, Cabarrus <br />migrated to Time Warner <br />)ound dial tone for the <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and Time Warner Cable Business Class (Time Warner Cable, Inc.); and <br />authorized the County Manager to execute the contract on behalf of Cabarrus <br />County, subject to review or revisions by the County Attorney. <br />(F -5) Planning and Development Services - Language Access Plan <br />The existing 2012 CDBG Housing Rehabilitation Grant requires an adopted <br />Language Access Plan. The plans must be updated and readopted every two <br />years. This plan has been updated with 2010 Census data, staffing and title <br />changes. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board adopted the Language Access Plan as <br />presented. <br />(7-6) Planning and Development /Soil and Water Conservation district - <br />Authorization for Cabarrus Soil and Water Conservation District to Approve <br />Grant Contract <br />Cabarrus Soil and Water Conservation District (SWCD) wishes to formally <br />accept an $89,600.00 Agriculture Development and Farmland Preservation Trust <br />Fund grant from the North Carolina Department of Agriculture and Consumer <br />Services. The purpose of the grant is to purchase a permanent conservation <br />easement on a portion of Dan Barrier's farmland. The contract calls for the <br />County to provide an in -kind match in the form of staff and /or purchased <br />services which are already included in the SWCD budget. The landowner is <br />also providing matching funds. The District plans to seek a matching funds <br />grant from the US Department of Agriculture Farm and Ranchlands Protection <br />Program. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board accepted the grant award, adopted the <br />budget revision, adopted the project ordinance and authorized the County <br />Manager to execute the grant award on behalf of Cabarrus County, subject to <br />review and revision by the County Attorney and the Soil and Water <br />Conservation District. <br />
