October 1, 2012 (Work Session) <br />Page 1247 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 1, 2012 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Robert W. Carruth <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Angela Poplin, Administrative Assistant. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:05 p.m. <br />Closed Session <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board moved to go into closed session to discuss <br />threatened or pending litigation and personnel matters as authorized by NCGS <br />143- 318.11(a)(3) and (6). <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board moved to come out of closed session. <br />Return to Open Session <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Changes to the Agenda - October 1, 2012 <br />Additions: <br />Closed Session <br />Closed Session - Personnel Matter(s) and Threatened or Pending Litigation <br />Discussion for Action at October 1, 2012 Meeting <br />4.01 Appointment of Clerk to the Board <br />Supplemental Information: <br />Discussion Items - No Action <br />3.3 County Manager - Update on NC Forest Service <br />® Report <br />Remove: <br />4.7 Finance - Juvenile Crime Prevention Council (JCPC) Approved Allocation <br />of Funds for FY 2013 <br />4.8 Finance - Qualified School Construction Bonds (QSCB) Reallocation <br />Request for Cabarrus County Schools $438,543 <br />Changes to the Agenda - October 15, 2012 <br />Additions: <br />Appointments to Boards and Committees <br />H.4 Appointment - Public Health Authority of Cabarrus County <br />Supplemental Information: <br />Appointments to Boards and Committees <br />H.2 Appointments - Juvenile Crime Prevention Council <br />® Removal - Terri Stancil Resignation Letter <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Discussion Items for Action at October 1, 2012 Meeting <br />Appointment of Clerk to the Board <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board suspended its rules of procedures to take <br />action due to time constraints. <br />
