October 1, 2012 (Work Session) <br />Page 1248 <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board appointed Megan Smit as Clerk to the Board <br />effective October 5, 2012. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />As an update on QSCB (Qualified School Construction Bonds) Projects for <br />Kannapolis City Schools (KCS), Will Crabtree, KCS, reported all but two <br />projects for KCS have been completed. Those two projects are both at <br />Kannapolis Intermediate School (KIS): the HVAC (Heating, Ventilation and Air <br />Conditioning) is close to completion; the punch list is being conducted <br />presently and should be completed by the next work session meeting; and the <br />roof project is progressing on schedule with no issues. He also responded to <br />questions from the Board. No action was taken. <br />Len Whtke, Cabarrus County Schools, was unable to attend the meeting; <br />therefore, the Board did not receive an update on those projects. Mr. Whtke <br />will present his report at the regular meeting. <br />County Manager - Update on NC Forest Service <br />Dan Brandon, North Carolina Forest Service District Forester, provided <br />an update on North Carolina Forest Service functions and activities, <br />including a possible office relocation. He advised the intent of a possible <br />office relocation is to cut down on operating costs and retain services. The <br />North Carolina Forest Service Report to the Cabarrus County Board of <br />Commissioners 2011 -2012 was also provided to the Board as supplemental <br />information. The report included the following information: Fire Prevention <br />and Control; Forest Insects and Disease; Forest Management and Water Quality; <br />and Information and Education /Continued Training. He also responded to <br />questions from the Board. Mary Eash, Assistant County Ranger, was also in <br />attendance. No action was taken. <br />Discussion Items for Action at October 15, 2012 Meeting <br />County Manager - Budget Amendment Related to Old Bethel School Sale <br />Jonathan Marshall, Deputy County Manager, advised there has been <br />discussion about designating the proceeds from the sale of the old Bethel <br />School property to benefit the planned Wallace Park in Midland. <br />A brief discussion ensued. Richard Koch, County Attorney, announced <br />the contract to sell the old Bethel School property has been signed by both <br />parties and the anticipated closing date is October 12 Discussion <br />continued. <br />County Manager - Connection to Mt. Pleasant Water System <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information related to a connection to the Mt. Pleasant Water System: <br />A County resident paid for connection to what was the County <br />water system in 1984. The house was not connected at that time, <br />but they would like to connect to what is now the Mt. Pleasant <br />water system. The current cost is $1,575.00. There is money in <br />the non - departmental funds that could be used for this purpose. <br />A discussion ensued. During discussion, Mr. Marshall responded to <br />questions from the Board. <br />County Manager - Emergency Communications Equipment <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information related to the emergency communications equipment: <br />The Board has approved leases and lease renewals for space on the <br />Mt. Pleasant Communications Tower. The revenue from those leases <br />was not budgeted in the Construction and Renovation Capital <br />Project Fund. The budget needs to be amended to reflect <br />projected revenues based on actual and estimated collections up <br />through FY 2013. The funds will be used to upgrade and /or <br />purchase equipment for emergency communications. <br />County Manager - Required Agreements and Easements at Winkler Middle School <br />
