October 15, 2012 (Regular Meeting) <br />Page 1251 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 15, 2012, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:35 p.m. <br />Boy Scout Troop 59 from New Gilead Reformed United Church of Christ in <br />Concord conducted the Flag Ceremony. Scouts participating were: Curtis <br />Brown, Colby Landreth, George Griffin, Cade Graham, Wilson Airheart, Caleb <br />Landreth, George Ritchie, James Barrier, Hayden Airheart, Dylan Greene, Mack <br />Morgan, Michael O'Conner, Ryan O'Conner and Walker Hedgecock. <br />Reverend Mike Fongemy from Crossroads Church in Concord delivered the <br />invocation. <br />A moment of silence was held in memory of Chris Overcash, A.L. Brown <br />High School student and Boy Scout Troop 128 of Concord member, who died on <br />September 22, 2012 while on a Scout hiking trip at Stone Mountain State Park <br />in Georgia. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved the minutes of September 4, 2012 <br />(Work Session) and September 17, 2012 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />New Business <br />G -1 Active Living and Parks Department - Memorandum of Understanding <br />Regarding Gym Supervisors <br />Reports <br />I -1 EDC - Quarterly Report Ending September 30, 2012 <br />Closed Session <br />L -1 Closed Session - To Preserve the Attorney - Client Privilege as <br />Authorized by NCGS 143- 318.11(a)(3) <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - DECA Month Proclamation <br />Chairman Poole requested a proclamation declaring November 2012 as DECA <br />month in Cabarrus County. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2012 -14 <br />Proclamation <br />WHEREAS, November, 2012, has been designated DECA Month; and <br />WHEREAS, the mission of DECA is to prepare emerging leaders and entrepreneurs <br />in marketing, finance, hospitality and management; and <br />
