October 15, 2012 (Regular Meeting) Page 1252 <br />WHEREAS, DECA's guiding principles are designed to explain how DECA fulfills <br />their mission; and <br />WHEREAS, DECA enhances the co- curricular education of members through a <br />comprehensive learning program that integrates into classroom instruction, <br />applies learning, connects to business and promotes competition; and <br />WHEREAS, DECA's activities assist in the development of academically <br />prepared, community oriented, professionally responsible, experienced <br />leaders; and <br />WHEREAS, DECA's attributes and values describe the organization's priorities <br />and standards, including competence, innovation, integrity, and teamwork; <br />NOW THEREFORE, the Cabarrus County Board of Commissioners <br />do hereby proclaim November, 2012, as <br />DECA Month <br />in Cabarrus County and urge all citizens to become familiar with the services <br />and benefits offered by the DECA chapters at Concord High School and Jay M. <br />Robinson High School and to support and participate in these programs to <br />prepare them for college and professional careers. <br />IN TESTIMONY WHEREOF, this 15 day of October, 2012. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />(C -2) Planning and Development - Weatherization Day 2012 <br />Chairman Poole advised each year the Weatherization Assistance Program <br />celebrates Weatherization Day on October 30 and requested adoption of the <br />proclamation. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2012 -15 <br />Proclamation of Weatherization Day 2012 <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />Whereas, the County of Cabarrus has a long standing commitment to <br />conserve its resources and to help low- income households through its <br />Weatherization Assistance Program; and <br />Whereas, the State of North Carolina has administered the <br />Weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br />Now, Therefore, I, Elizabeth F. Poole, Chairman of Cabarrus County <br />Board of Commissioners, do hereby proclaim October 30, 2012 as: <br />"Weatherization Day" <br />in the County of Cabarrus and I urge all citizens to join me in this <br />observance. <br />Adopted this the 15 day of October, 2012. <br />/s/ Elizabeth F.
