Jay <br />White Sr., Christopher <br />Measmer, Commissioners <br />704- 920 -2109 <br />CERTIFICATION <br />I, Megan Smit duly appointed and Clerk of the Board <br />of the Governing Body, <br />do hereby certify that the above is a true and correct copy <br />of a resolution passed and approved <br />by the Governing Body of <br />Cabarrus County (Organization) on the 15th <br />day of October, 2012 <br />Date: 15- Oct -12 Signature: <br />/s/ Megan Smit <br />F -7) Finance - Release Titles of Several Cabarrus County Schools <br />School properties that are county owned during construction in order to <br />achieve sales tax savings and /or as collateral on Certificate of <br />Participation (COPS) or Limited Obligation Bonds (LOBS). <br />Upon retirement of the debts and /or construction of the project, it is <br />the practice of the County to transfer title of such property to the <br />respective school system. <br />The following schools are no longer needed for collateral and sales <br />taxes savings: <br />• Carl A Furr Elementary <br />• Boger Elementary <br />• WR Odell Elementary <br />• Weddington Hills Elementary <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the transfer of properties below <br />to the Cabarrus County School System: <br />® Carl A Furr Elementary <br />o Boger Elementary <br />® WR Odell Elementary <br />® Weddington Hills Elementary <br />(F -8) Planning and Development - Application for Federal Matching Funds to <br />Purchase Conservation Easement <br />The Farm and Ranchlands Protection Program is a federal program <br />administered by the Natural Resources Conservation Service in the US Dept. of <br />Agriculture. The Cabarrus Soil and Water Conservation District intends to <br />apply for $179,200.00 based on an equal match. The match consists of <br />$89,600.00 in the state contract and $89,600.00 in value provided by the <br />Barriers. These funds will be used to purchase development rights and place <br />a permanent agricultural conservation easement on 35.4 acres of farmland <br />owned by Dan Barrier. Mr. Barrier will be providing a match in land value <br />equivalent to the state funds. A budget amendment will be submitted at a <br />later date if the matching funds are awarded. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the submission of the application <br />for matching funds by the Cabarrus Soil and Water Conservation District. <br />(F -9) Tax Administration - Refund and Release Report - September 2012 <br />UPON MOTION of Commissioner Carruth seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the September 2012 Release- Refund <br />report as submitted and granted authority to the Tax Collector to process the <br />refunds and releases. <br />
