November 5, 2012 (Work Session) Page 1276 <br />Nancy Litton, Community Chapter Executive, American Red Cross of <br />Cabarrus County and Jessica Castrodale, Community Outreach Coordinator, CMC- <br />Northeast, presented the results of the 2012 Community Needs Assessment. <br />The report, 2012 - 2016 Cabarrus County Needs Assessment, addressed the <br />following information: <br />• 2012 Goals and Objectives <br />• Progress Made Since 2008 <br />• Call to Action <br />• Information Data Sources <br />o Forces Driving Change <br />Population <br />Percent of Children Living Below the Federal Poverty Line <br />• Residents Receiving Food Stamps <br />• Affordable Housing <br />• Housing Cost in Cabarrus County <br />• Major Industries <br />e Selecting the 2012 Community Priorities <br />• Community Priorities <br />• Wellness and Obesity <br />• Unemployment and Underemployment <br />• Access to Health Care <br />• Mental Health <br />• Education <br />• Housing <br />• Call to Action <br />• Next Steps <br />• 2012 Community Planning Council <br />• Community Input Opportunity <br />During the presentation there was discussion with Ms. Litton and Ms. <br />Castrodale responding to questions from the Board. <br />Commissioner White requested the report be posted on the Cabarrus <br />County website ( www.cabarruscounty.us ). <br />BOC - Resolution Establishing the Board of Commissioners' 2013 Meeting <br />Schedule <br />Mike Downs, County Manager, advised the draft 2013 Meeting Schedule is <br />available for the Boards' review and feedback. There was a brief discussion. <br />No action was taken. <br />Recess of Meeting <br />At 5:56 p.m., the Board took a short break. The meeting resumed at <br />6:02 p.m. <br />Discussion Items for Action at November 19, 2012 <br />County Manager - Discussion of One Time Projects to be Funded by Excess Fund <br />Balance <br />Pam Dubois, Deputy County Manager, addressed the following information <br />related to one time projects to be funded by excess fund balance: Cabarrus <br />County Schools (CCS) has submitted their list of one time projects; Rowan <br />Cabarrus Community College (RCCC) has submitted an additional project (Energy <br />Conservation Measures for $153,000.00); Cabarrus County has also submitted an <br />additional project (Joint EMS /Fire Station located in the Concord Mills Area <br />for $375,000.00). Results from the architect for the Senior Center upfit and <br />expansion are not yet available but expected in December. <br />RCCC (Rowan Cabarrus Community College) <br />
