November 5, 2012 (Work Session) Page 1279 <br />Central Cabarrus High School were agreed upon to go on the November regular <br />agenda for further discussion by consensus of the Board. <br />Countv Manager - Selection of Architect for Helms Hall Replacement <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information related to the selection of an architect for Helms Hall <br />replacement: <br />The planning and design work for the replacement of Helms Hall at <br />Camp Spencer was included in the 2012 -13 budget. The <br />construction money for this project is included in the CIP and is <br />scheduled for the 2013 -14 budget year. A Request for <br />Qualifications was issued and we received 5 responses. A <br />committee from the Manager's office, General Services and the <br />Active Living and Parks Department selected 3 firms to make <br />presentations to the committee. We are recommending that the <br />team of Shook Kelley and Site Solutions be selected for this <br />project. That recommendation is based on their understanding of <br />the project needs, demonstrated experience with similar projects, <br />and the project approach they presented. <br />He also responded to questions from the Board. Chairman Poole advised <br />funding for this project was included in the FY 2012 -2013 budget. <br />County Manager - Usage Agreement with Rowan Cabarrus Community College <br />Jonathan Marshall, Deputy County Manager, advised the Usage Agreement <br />with Rowan Cabarrus Community College (RCCC) for the 7 th Floor of the <br />Sheriff's Administration Building was drafted by Richard Koch, County <br />Attorney, and sent to RCCC for comments in August. He stated at the time of <br />agenda distribution, RCCC had acknowledged receipt of the Agreement but had <br />not responded. Since that time, RCCC has responded they are fine with the <br />Agreement as written. <br />Richard Koch, County Attorney, advised the agreement is termed as a <br />usage agreement rather than a lease due to the legal connotations that arise <br />from a landlord /tenant relationship. He further advised their usage of this <br />space is non - exclusive. <br />Mike Downs, County Manager, responded to questions from the Board <br />regarding usage of the space. <br />Planning and Development (Soil and Water Conservation District) - Grant <br />Proposal to the National Fish and Wildlife Foundation <br />Dennis Testerman, Senior Resource Conservation Specialist, presented <br />the following information related to a grant proposal to the National Fish <br />and Wildlife Foundation: <br />The Soil and Water Conservation District would like to reapply <br />for a $250,000.00 grant from the National Fish and Wildlife <br />Foundation to continue ongoing restoration efforts associated <br />with the Clarke Creek Heron Rookery Significant Natural Heritage <br />Area. The grant application deadline is December 3, 2012. <br />Requested funds are for the purchase of conservation easements <br />and /or property to expand buffers on the Clarke Creek Wetland <br />Complex, as well as continued development of a conservation field <br />school. These funds would build on the restoration project <br />underway on Cox Mill Elementary School campus. Possible matching <br />fund sources include budgeted funds, deferred tax funds, <br />additional proposed grants and donations. <br />Jonathan Marshall, Deputy County Manager, stated, for clarification, <br />the Board of Commissioners set up a fund for properties that have been in the <br />Property Deferred Program. He stated when those properties are sold and <br />leave the program they are required to pay three (3) years in back taxes. <br />Mike Downs, County Manager, advised the current practice has been for <br />those funds to go toward the Elma C. Lomax Farm. He stated those funds will <br />be discussed during upcoming budget discussions regarding whether funding <br />will go to the Farm or to Soil and Water projects. <br />Planning and Development (Soil and Water Conservation District) - Grant <br />Application to North Carolina Agricultural Development and Farmland <br />Preservation Trust Fund <br />
