November 5, 2012 (Work Session) Page 1280 <br />Dennis Testerman, Senior Resource Conservation Specialist, presented <br />the following information related to a grant application to the North <br />Carolina Agricultural Development and Farmland Preservation Trust Fund: <br />The Soil and Water Conservation District board wishes to submit <br />one or more applications to the North Carolina Agricultural <br />Development and Farmland Preservation Trust Fund for the third <br />consecutive year to obtain funds to purchase one or more <br />agricultural conservation easements. Applications are due the <br />same day as the December Board of Commissioners meeting, so <br />authorization to submit these applications is requested now. In <br />addition to funds in the county budget, matching funds will be <br />requested from the federal government and from the landowners. <br />Farm. <br />He advised this grant is similar to what was approved for the Porter <br />Planning and Development (Soil and Water Conservation District) - State <br />Contract for Annual Funds for Soil and Water Conservation District <br />Dennis Testerman, Senior Resource Conservation Specialist, presented <br />the following information related to a state contract for annual funds for <br />the Soil and Water Conservation District: <br />Following the transfer of the State Division of Soil and Water <br />Conservation into the North Carolina Department of Agriculture <br />and Consumer Services, a new contracting process has been <br />implemented for distributing annual district matching funds and <br />cost share technical assistance funds to conservation districts. <br />He also responded to questions from the Board. <br />Planning and Development (Soil and Water Conservation District) - Stormwater <br />Access Easements, Cox Mill Elementary School Stormwater Renovation Project. <br />Dennis Testerman, Senior Resource Conservation Specialist, presented <br />the following information related to stormwater access easements for the Cox <br />Mill elementary School Stormwater Renovation Project: <br />A requirement of the previously approved contract associated with <br />the Clean Water Management Trust Fund grant awarded to the Soil <br />and Water Conservation District is to place access easements on <br />all constructed stormwater structures at Cox Mill Elementary <br />School.
