There was no <br />one present to address the Board; therefore Chairman Poole closed the public <br />hearing. <br />John Cox, Cabarrus Economic Development Corporation, presented <br />information to the Board concerning the economic development grant request <br />for S &D Coffee & Tea. He advised that the S &D expansion is a four part <br />process with involvement from the State of North Carolina in a job <br />development investment grant, from the City of Concord and Cabarrus County <br />both considering the economic development grant, and lastly, pending a <br />successful real estate closing. He also responded to questions from the <br />Board. <br />Commissioner White MOVED to approve the economic development agreement <br />between Cabarrus County and S &D Coffee and authorized the County Manager to <br />execute the agreement on behalf of the Board, subject to review and /or <br />revisions by the County Attorney. Commissioner Carruth seconded the motion. <br />Discussion followed with the following comments by the Board: <br />Commissioners White, Carruth, expressed appreciation for the years of <br />S &D Coffee doing business in Cabarrus County. They announced that they fully <br />support the economic development grant project. <br />Vice Chairman Burrage expressed dissatisfaction with the tax incentives <br />offered S &D Coffee & Tea. He stated that he agrees with fair taxes for <br />everyone, and because such, could not vote in support of the project. <br />Chairman Poole expressed the need for jobs, especially manufacturing <br />jobs. She reviewed the long history and good standing of the company with <br />Cabarrus County. <br />The MOTION carried with Chairman Poole and Commissioner White and <br />Carruth voting for and Vice Chairman Burrage voting against. <br />(G -2) County Manager - Discussion of One Time Projects to be Funded by <br />Unassigned Fund Balance <br />The Board reviewed the one time project funding requests from Cabarrus <br />County Schools (CCS). Chairman Poole and Commissioners White and Carruth <br />agreed to delay funding the planetarium project. Discussion followed <br />regarding the tennis court renovations with Len Witke, CCS, responding to <br />questions from the Board. <br />Dr. Carol Spaulding, President of Rowan - Cabarrus Community College, <br />introduced Jonathan Chamberlain and John McKenzie, Duke Energy, to the Board. <br />
