November 19, 2012 (Regular Meeting) <br />Jonathan Chamberlain reviewed the energy <br />projected 20 percent energy reduction <br />incentive offered by Duke Energy. He also <br />Board. <br />Mike Downs, County Manager, advised the Board of various Cabarrus <br />County projects including: an EMS station, senior center upfit, and <br />multipurpose artificial turf athletic fields and overflow parking at Frank <br />Liske Park. He and Jonathan Marshall, Deputy County Manager, responded to <br />questions from the Board. <br />Len Witke, CCS, advised the Board on the type of door locks currently <br />installed in certain elementary schools and why they need replacing. He <br />supplied photographs to the Board displaying the door locks. He also <br />provided photographs displaying the condition of playground equipment in need <br />of replacement or upgrades. A discussion ensued with Mr. Witke responding to <br />questions from the Board. <br />Chairman Poole reviewed the list of projects. She advised that more <br />information is needed regarding the EMS station, senior center upfit and <br />multipurpose artificial turf athletic fields at Frank Liske Park. Discussion <br />continued. <br />Vice Chairman Burrage expressed support for the elementary school lock <br />replacements. Commissioner Carruth expressed support for the elementary <br />school lock replacements and the Concord High School tennis courts <br />renovations. Discussion continued. Commissioner White stated it is unfair <br />to fully fund projects for one school and expect parents at another school to <br />pay half of the school's project costs. <br />Commissioner White MOVED to fully fund the Jay M. Robinson High School <br />Field House at $300,000.00, fully fund the other projects excluding the <br />planetarium, fund the RCCC Energy Conservation at $200,000.00 with any <br />incentives from Duke Power coming back to the County, and fund first floor <br />replacement exit locks at the four elementary schools at $40,000.00 with <br />funds to be held until responsibility of the architect or general contractor <br />has been established for that expense. <br />Mike Downs, County Manager, requested clarification that the County <br />projects are on hold. Commissioner White responded in the affirmative.
